Nghe An prepares to launch online public service portal

(Baonghean.vn) - Chaired by Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, on the morning of January 6, the Provincial People's Committee held a meeting to listen to and give opinions on the regulations on management, operation, exploitation and use of online public services and the electronic one-stop system connecting Nghe An province and the preparation for the opening ceremony of Nghe An province's online public service portal.

Attending the meeting were representatives of departments, branches and districts, cities and towns in the province.

The Online Public Service Portal and the province's interconnected electronic one-stop system aim to promote the application of information technology in the operations of state management agencies, build e-government, provide online public services, and publicize information transparency, in order to improve the effectiveness and efficiency of state agencies, and better serve people and businesses.

According to the trial operation results report, the Department of Information and Communications has reviewed the process with all level 3 and 4 public services of the providing units, of which 753 services ensure the correct configuration process. The system provides more than 3,780 level 2 public services, of which 537 are provided by departments and branches, more than 3,200 are district and urban public services. To date, the system has received 680 online applications for level 3 and 4 public services and received nearly 2,000 applications at the one-stop department of the units.

At the conference, delegates gave their opinions and approved the Decision to promulgate the regulations on Management, Operation, Exploitation and Use of the Online Public Service Portal and the Electronic One-Stop System. They listened to the report and gave their opinions on the scenario prepared for the opening ceremony.

Accordingly, the province will hold the opening ceremony of Nghe An province's online public service portal at: http://dichvucong.nghean.gov.vn on January 10, 2017.

Speaking at the meeting, Ms. Tran Thanh Thuy - Director of VNPT Nghe An said: Up to now, the preparation work has been basically completed with 40/41 key departments, branches and sectors in districts, cities and towns (the Department of Science and Technology is still missing).

In order for the system to operate synchronously among departments, branches and sectors, the Provincial People's Committee needs to direct the Department of Science and Technology to implement it. At the same time, for people and businesses to exploit online public services, communication work is very important, so the province needs to strengthen communication on mass media to raise awareness for people and businesses to use online public services. In addition, the province needs to have a mechanism to encourage people and businesses to exploit and operate, Ms. Tran Thanh Thuy emphasized.

Mr. Phan Nguyen Hao - Deputy Director of the Department of Information and Communications stated: This is the most effective channel of interaction between state agencies and people and businesses. In order for public services to operate effectively along with promoting propaganda work, the Provincial People's Committee needs to have a mechanism to manage, supervise, urge and regularly inspect the operation process of agencies and units.

Regarding the effectiveness of the One-stop Electronic Information Portal, comrade Ho Van Thanh - Chief of Office of Quynh Luu District People's Committee said: as one of the 4 pilot units, Quynh Luu has so far deployed connectivity in 4 communes and the district has invested 100 million VND in 1 commune. According to Mr. Thanh: To deploy the Online Public Service Portal synchronously, the province should have a mechanism to support investment in infrastructure for the communes. And, to do well, focus on propaganda work to create habits for people and businesses.

Concluding the meeting, Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee agreed to approve the Regulations on operation, exploitation and use of the online public service portal and the electronic one-stop system of Nghe An province. At the same time, he noted that the Department of Information and Communications must assess the current situation and report to the Provincial People's Committee during the operation of the online public service portal; the Department of Information and Communications must develop a plan to implement public services to send to departments, branches and localities.
