A few years ago, when we came to the remote commune of Huu Kiem in the border district of Ky Son, we were often apprehensive about the narrow, bumpy dirt roads, full of dirt and rocks... Now, returning here in the last days of the year, Huu Kiem commune has changed completely. The village roads have been straightened, poured with smooth concrete, making it easy to get in and out; welfare facilities have been invested in and built spaciously.

Also "changing skin" is the coastal commune.Acting Kim(Dien Chau) has just received the Certificate of recognition of the commune meeting the NTM standards at the end of 2020. This achievement, in addition to the efforts of the Party Committee, the government and the people of the whole commune, also has the material and spiritual support of the homeland's children living all over the country, businesses and the close leadership and direction of superiors.

It can be said that Dien Kim commune achieving the new rural standards is an important milestone demonstrating the active participation of the political system and the consensus of the people in the area. However, to maintain and improve the quality of the new rural criteria more and more sustainably, the requirements are even more severe, requiring more drastic participation from the locality...

At the end of the year, going to any rural area, especially the communes that have reached the NTM finish line, you can see the rising spirit from the landscape and people's hearts. The wide concrete roads have been planted with trees by the people, the flower beds are brilliantly colored. The atmosphere of labor, production, and promoting emulation movements at the end of the year is no less bustling. The appearance of the new rural area on the path of strong development is also present in the high-rise buildings of the people, the shops, stores with a variety of goods...

In 2020, Nghe An mobilized a total capital source for investment and new rural construction of over 10,000 billion VND. Of which: State budget capital was nearly 2,000 billion VND; capital combined from programs and projects was over 2,000 billion VND; enterprise capital was 450,000 million VND; credit capital was over 5,000 billion VND; capital contributed by the people was over 1,000 billion VND.

Results

The emulation movement "Nghe An joins hands to build new countryside" has continued to promote practical effectiveness, the entire political system from all levels, sectors, the Fatherland Front and especially the community have continued to actively participate, and has mobilizedsocial resourcesiization in implementing the New Rural Construction Program in the province.

Departments, branches and sectors actively direct, guide and integrate implementation contents for the fields under their charge into the new rural construction program; the Fatherland Front and its member organizations carry out movements associated with new rural construction throughout the province; the community actively participates in contributing working days, donating land, money, intelligence, etc. in implementing the program.

The Women's Union promotes the emulation movement of the campaign "Building a family of 5 no's and 3 clean's associated with building new rural areas"; the Farmers' Association promotes the movement "Farmers compete in good production"; the Provincial Youth Union with the movement "Nghe An Youth join hands to build new rural areas" and activities such as "Lighting up the countryside roads", "Green Sunday"; the Provincial Veterans' Association carries out the movement "All people unite to build a cultural life in residential areas"...

It can be seen that the movement "Nghe An joins hands to build new rural areas" in the year has continued to promote practical effectiveness, contributing positively to mobilizing participation and especially mobilizing social resources in implementing the New Rural Construction Program in the province.

Comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee said: In 2020, Nghe An implemented the National Target Program on new rural construction in extremely difficult conditions due to complicated weather, natural disasters, and epidemics, especially the impact of the Covid-19 pandemic and storms that have greatly affected the production and daily life of the people. Mobilizing people as the main actors in new rural construction is even more difficult.

The later it gets, the more difficult it is for localities to build the new rural areas, because the remaining communes are all in the difficult areas of the districts. However, each locality has its own way of doing things, suitable to specific conditions, so it has achieved many achievements, trying to reach the finish line on schedule. It is worth mentioning that the communes that reached the new rural area in 2020 have no outstanding debts in basic construction.

Reaching the NTM target does not mean satisfaction, therefore, after completing 19/19 NTM criteria, localities must continue to improve the criteria, moving towards building a model NTM commune. In which, the most important criteria is that localities focus on applying scientific and technological advances in production, increasing people's income; and paying attention to green - clean - beautiful environmental landscape.

By the end of 2020, Nghe An had 34 more communes recognized as meeting new rural standards, bringing the total number of communes meeting new rural standards in the province to 280 communes (68.36%), the average number of criteria in the province reaching 16.5 criteria/commune.
