Nghe An still has 16 localities and units with undisbursed public investment projects.

On August 15, the Provincial People's Committee issued Official Dispatch No. 6893/UBND-KT on urging the acceleration of disbursement of public investment capital in 2024. As of July 31, 2024, the province's total public investment plan had only disbursed more than 2 trillion VND, reaching 39.77%. The remaining undisbursed capital is more than 3,100 billion VND, of which: concentrated public investment source is more than 1,800 billion VND (2024 plan: more than 1,700 billion VND, 2023 extended plan: more than 87.5 billion VND); national target program source is more than 1,300 billion VND (2024 plan: 942 billion VND, extended plan: 397.1 billion VND).

To strive to complete the disbursement target of 95%-100%, the Provincial People's Committee requests departments, branches, sectors, People's Committees of districts, cities, towns, project management boards and investors with projects that have not yet been disbursed or have large amounts of remaining undisbursed capital to urgently complete procedural documents, implement necessary solutions (mobilize human resources, work overtime, focus on many construction points...) to speed up the implementation progress and soon disburse all assigned plan targets.

Specifically, the units that have not yet disbursed (0%) as of July 31, 2024 include: Bac Nghe An Economic - Technical Vocational College (24.1 billion VND), Vietnam - Korea Industrial Technical College (more than 10 billion VND), Phuc Son Voluntary Drug Rehabilitation Center (2.9 billion VND).

There are 16 units with a total of 20 concentrated public investment projects that have not yet disbursed: People's Committees of districts: Con Cuong, Quynh Luu and Department of Health (2 projects left); People's Committees of districts: Anh Son, Hung Nguyen, Ky Son, Nghia Dan, Quy Hop, People's Committee of Thanh Tien commune (Thanh Chuong district), Nghe An Provincial Military Command, Phuc Son Voluntary Drug Rehabilitation Center, Department of Labor - Invalids and Social Affairs, Department of Agriculture and Rural Development, Department of Natural Resources and Environment, Department of Culture and Sports, Vietnam - Korea Industrial Technical College, Northern Nghe An Economic - Technical Vocational College (1 project left).

In addition, there are many localities and units with low public investment disbursement rates, in which many districts still have hundreds of billions of dong undisbursed.

Investors outside the district: Department of Transport (670.4 billion VND), Provincial Project Management Board for Civil and Industrial Construction (356.8 billion VND), Department of Labor - Invalids and Social Affairs (59.2 billion VND), Department of Health (47.3 billion VND), Nghe An Obstetrics and Pediatrics Hospital (41.6 billion VND).

Units with projects that have completed the procedural documents, have no problems but the disbursement progress is still slow, including 3 central budget projects with undisbursed capital of 69.56 billion VND and 28 local budget projects with undisbursed capital of 260.6 billion VND: People's Committee of Anh Son 3 district (project), Dien Chau, Ky Son (2 projects), Quy Hop, Nam Dan, Tan Ky, Nghe An Obstetrics and Pediatrics Hospital, Provincial Management Board of Civil and Industrial Construction Projects, Nghe An Provincial Police, Nam Nghe An Irrigation One Member Co., Ltd. (1 project)...

The Provincial People's Committee requests heads of the above agencies and units to urgently and seriously implement.
