At the opening session of the 21st meeting held on the morning of July 10, comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Nghe An Provincial Fatherland Front Committee, reported on the activities of the Provincial Fatherland Front in participating in government building; issues of concern to voters; proposals and recommendations of the Provincial Fatherland Front to the Provincial People's Council and People's Committee.

Accompanying the Party Committee and government
Chairwoman of the Provincial Fatherland Front Committee Vo Thi Minh Sinh emphasized: In the spirit of accompanying the Party Committee and the government; in the first 6 months of 2024, the Fatherland Front at all levels in the province has proactively deployed and promoted propaganda work on digital platforms with more than 7,129 news and articles; synthesizing 1,962 opinions and recommendations of voters sent to the Party Committee and government.

Along with propaganda, the Front at all levels has actively mobilized people from all walks of life to carry out many emulation movements and campaigns; including the program "Tet for the poor" with 133,342 poor households, near-poor households, policy families, meritorious people, and disadvantaged workers in the province receiving Tet gifts.
In particular, resources have been mobilized to support the construction and repair of 3,304 houses for poor households and households with difficult housing circumstances; the cumulative number since the launch is 8,626 houses, reaching 55% of the plan for the 2023 - 2025 period, with a total converted cost of more than 620 billion VND.

In the first 6 months of the year, the Provincial Fatherland Front Committee directed the completion of the Congress of the Fatherland Front of 460 commune-level units and 21 district-level units, term 2024 - 2029; at the same time, carefully, methodically and qualitatively prepared the 15th Provincial Fatherland Front Congress, term 2024 - 2029, scheduled to be held on July 29 - 31, 2024.
8 concerns and worries of voters and people
In addition to sharing the recognition and appreciation of voters and people for the role of leadership, direction, management and effective implementation of socio-economic development tasks as well as solving difficult and urgent problems from the reality of the Provincial Party Committee, People's Council, Provincial People's Committee and branches at all levels; Chairwoman of the Provincial Fatherland Front Committee Vo Thi Minh Sinh also clarified 8 issues that voters and people are raising concerns and worries about.
That is, the shortage of domestic water, lack of production water; forest fires, storms, hail occurring in many places; complicated epidemics in livestock and crops, affecting production and people's lives.
The lack of public schools and classes, especially in Vinh city, has created great pressure on students, parents and the recruitment process. Vocational training has not met the demand for job creation, especially for young people in rural, mountainous, remote and isolated areas. Child accidents, drowning, violence and abuse still occur in some localities.
Overcrowding in some hospitals; management of private medical practice and cosmetic services is not strict, potentially affecting the health and lives of customers. Some collective kitchens have the potential risk of food poisoning; some boarding schools in the city have an unusual decrease in monthly tap water consumption, causing parents to worry about their children's health.

State management in some areas of land, minerals, and environment is still inadequate, especially in compensation, site clearance, resettlement, and slow issuance of land use right certificates, causing difficulties for people; the shortage of construction sand and gravel, and lack of land for leveling, etc., has been going on for many years but there has been no solution for people and localities.
Administrative reform work still has limitations; coordination between departments, branches and localities is sometimes not tight and lacks initiative; there is a mentality of avoidance, pushing, fear of mistakes, fear of responsibility, causing delays in solving work. Along with that, voters are also concerned about the emergence of administrative procedures related to people and businesses after the merger of administrative units.
The use of high technology to defraud and appropriate people's money, assets, and bank accounts is increasingly sophisticated, diverse, and complicated; crimes related to "black credit" are still latent; the "disguised" situation of giving gifts to sell multi-level marketing and poor quality goods in villages and hamlets; the use of "laughing gas" and electronic cigarettes by young people, especially in urban areas, has many potential negative consequences.
Corruption, negativity, and abuse of position and power for personal gain have made people angry and dissatisfied, especially in some areas of construction investment, land management, mineral resources, etc.
Although all levels and sectors have issued documents responding to voters' opinions and recommendations in full, the number of opinions resolved with specific results is still low, failing to meet the expectations of voters and people.

7 recommendations and proposals of the Vietnam Fatherland Front to the Provincial People's Council and People's Committee
Through monitoring activities, listening to voters' and people's opinions; Chairwoman of the Provincial Fatherland Front Committee Vo Thi Minh Sinh presented 7 recommendations and proposals of the Standing Committee of the Provincial Fatherland Front Committee to the Provincial People's Council and People's Committee.
That is, recommending the Provincial People's Committee to soon have solutions to handle and remove existing problems and obstacles related to the disbursement of 1,275 billion VND to pay compensation for site clearance of National Highway 1A expansion projects for people.
Recommend that the Provincial People's Committee have specific solutions to resolve the regime and policies for cadres, civil servants, and redundant workers, as well as handle administrative procedures arising for people after the merger of administrative units.

The Provincial People's Committee needs to consider and soon have solutions to remove difficulties and shortcomings for the 30a border districts in using local sand and gravel to reduce the cost of construction materials for households and localities.
The Provincial People's Committee needs to strengthen the inspection of food hygiene and safety and the use of water sources in collective kitchens, focusing on kitchens in kindergartens and boarding schools in the province, especially in Vinh city.
Propose the Provincial People's Committee to evaluate the results of the implementation of the Market Development Project in Nghe An province for the period 2016-2020, taking into account the year 2025 according to Decision No. 1756 of the Provincial People's Committee and the results of the implementation of a number of policies to support agricultural and rural development for the period 2022-2025 according to Resolution 18/2021 of the Provincial People's Council.
Propose that the Provincial People's Committee consider submitting to the Provincial People's Council to adjust and supplement a number of contents of Resolution No. 21, dated December 9, 2021 of the Provincial People's Council stipulating principles, criteria and norms for allocating regular expenditure estimates of the local budget in 2022, stable until 2025 in the province.
Recommend that the Provincial People's Committee have solutions to urge departments, branches and localities to further improve the quality of handling opinions and recommendations of voters and people in the direction of increasing the number of opinions that are "resolved" with specific results; reduce the number of responses that are "answers", "explanations" or "forwarding documents", to better meet the expectations of voters and people.
