Nghe An: The grassroots party congress was a great success

Nghe An Provincial Party CommitteeThere are currently 26 grassroots party committees (21 district, city, and town party committees; 02 bloc party committees, 3 military party committees) and 02 subordinate grassroots party organizations assigned some grassroots powers, with 1,453 grassroots party organizations and 192,794 party members.

Grassroots Party CongressThe whole province has fully implemented 4 contents in accordance with the spirit of Directive No. 35-CT/TW, Plan No. 207-KH/TU, and Notice No. 13-TT/TU of the Provincial Party Committee: Summarizing the implementation of the congress resolution for the 2015-2020 term and determining the directions, goals, tasks, and solutions for the 2020-2025 term; discussing and contributing opinions to the draft documents submitted to the 13th National Party Congress and the documents of the 19th Provincial Party Congress; electing the Party Executive Committee for the 2020-2025 term; electing the delegation to attend the higher-level Party Congress.

According to statistics, the number of Party committee members of the grassroots Party Committee in the whole province for the 2020 - 2025 term decided by the congress is 899 comrades, a decrease of 49 comrades (= 5.28%) compared to the previous term; elected at the congress is 879 comrades; the remaining ratio: Average of the whole province is 11.0%; of which the district, city and town block: 10.9%; the block of affiliated Party Committees: 12.2%. 100% of units elected at one time enough number of Party committees according to the project approved by the congress.

The percentage of votes was quite concentrated: 140 comrades were elected with 100% of the votes; 708 comrades were elected with over 90% of the votes. All 879 comrades elected to the Party Committee this time were in the approved planning and on the list introduced by the previous Party Committee.

The structure of the committee members by field is quite suitable. The proportion of women: The average of the whole province is 18.4%, (an increase of 1.8% compared to the previous term). The proportion of suitable ethnic minorities: 13.7%, of which the district block is 15.4%. The proportion of young cadres (≤ 40 years old) is 16.5%, (an increase of 2.2% compared to the previous term). The average age of the general committee of the whole province is 46 years old. The rate of innovation compared to the beginning of the term is 38.3% (exceeding the prescribed rate).

Qualitynew executive committeehas been raised a lot compared to the previous term: 100% have university degree or higher, of which: post-university degree accounts for 40.5% (increased by 20.7% compared to the previous term). Intermediate political theory level: 12.5%; advanced, bachelor of politics: 87.3% (increased by 9.2% compared to the previous term).

In addition, 26/26 grassroots party committees and 2/2 subordinate grassroots party committees all elected delegations to attend the 19th Provincial Party Congress, ensuring the correct standards, structure, number and orientation.

The new feature of the personnel work of this term's congress is to implement a systematic and scientific 5-step process for re-elected personnel and personnel participating in the Party Committee for the first time, ensuring the principles of democratic centralism, impartiality and objectivity. Resolutely remove from the personnel list those who do not meet the prescribed standards or have problems with political standards. The Provincial Party Committee's Organizing Committee and the Provincial Party Committee's Inspection Commission consulted on a careful and careful review of the right personnel to help the Standing Committee one step ahead, before submitting to the Standing Committee of the Provincial Party Committee for consideration, comments and approval.
