(Baonghean.vn) - At the national online conference to review the work of ensuring traffic order and safety in the first quarter of 2023, many opinions said that it is necessary to resolutely and synchronously implement many solutions to reduce traffic accidents on all three criteria.

On the afternoon of April 6, the National Traffic Safety Committee held an online conference to review the work of ensuring traffic order and safety in the first quarter of 2023, and the directions and tasks for the second quarter of 2023. The conference was chaired by comrade Tran Luu Quang - Member of the Party Central Committee, Deputy Prime Minister.

At Nghe An bridge, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired, with representatives of relevant departments, branches and sectors attending.

According to the report of the National Traffic Safety Committee, in the first quarter of 2023, there were 2,346 traffic accidents nationwide, killing 1,436 people and injuring 1,578 people. Compared to the same period in 2022, traffic accidents have decreased in all three criteria. To ensure traffic safety control, from December 15, 2022 to March 14, 2023, the Vietnam Road Administration, specialized departments and Inspectorates of Departments of Transport conducted more than 17,000 inspections, checks, administrative violations in nearly 10,000 cases with a fine of more than VND 50.9 billion, temporarily detained 54 cars; suspended the operation of 9 wharves and 14 inland waterway vehicles; supervised 208 car driving tests and 141 motorbike driving tests.

In addition, the national traffic police force also inspected and handled over 750,000 cases of traffic safety violations on roads, railways and inland waterways, fined nearly VND 1,400 billion, revoked 139,000 driving licenses, certificates and professional qualifications; and temporarily detained nearly 225,000 vehicles of all kinds.

Of these, nearly 152,000 cases violated alcohol concentration; 472 cases of drivers testing positive for drugs; 1,016 cases violated regulations on vehicle construction, conversion, and repair.

In Nghe An alone, in the first quarter of 2023, there were 41 traffic accidents, killing 31 people and injuring 31 people, compared to the same period in 2022, a decrease of 7 cases, 4 deaths and 5 injuries. To control traffic safety, the Provincial Police have also organized 7,280 patrols, detected and recorded 17,431 cases, and issued decisions to fine 14,468 cases, with a total amount of more than 27.4 billion VND. The Department of Transport Inspectorate has also fined 277 violations, collecting more than 720 million VND for the budget.

Nghe An Provincial Traffic Safety Committee proposed the Ministry of Public Security to expand the installation of automatic surveillance cameras on key national highways to monitor and handle violations; requested the Ministry of Transport to direct the allocation of funding for annual maintenance and repair of traffic light systems to ensure effective operation; proposed to upgrade automatic warning level crossings at self-opened crossings across the railway at Km267+500 Dien Truong commune and Km287+348 Dien Loc commune (Dien Chau); Km321+780 Vinh Tan ward (Vinh city); Km325+885 Hung My commune (Hung Nguyen).

At the Conference, some localities also expressed their opinion that in order to reduce traffic accidents on all three criteria, it is necessary to implement many synchronous solutions. In addition to raising awareness and traffic compliance of the people, the authorities also need to strengthen patrolling and control, especially strictly handling traffic violations after drinking alcohol, speeding, overloading, etc.

Many localities also requested the Government to supplement and support funding to upgrade transport infrastructure, eliminate black spots in road and railway traffic safety, and supplement funding to promptly maintain key national highways with high traffic density.

Through analyzing and evaluating the particularly serious traffic accidents in recent times, the representative of the Traffic Police Department said that strictly controlling the use of alcohol is the key to curbing traffic accidents, ensuring happiness for every family. In addition, it is necessary to build many traffic safety models such as: provincial traffic safety, district traffic safety, school traffic safety, office traffic safety... In addition, it is necessary to promptly handle black spots of traffic accidents, avoid slow handling, leading to recurrence of traffic accidents in the same location...

Concluding the Conference, Comrade Tran Luu Quang - Deputy Prime Minister, Chairman of the National Traffic Safety Committee emphasized that localities need to pay attention to integrating long-term goals and solutions on traffic safety in provincial and city planning as well as technical and specialized planning in the locality.

Authorities at all levels need to closely coordinate with agencies and functional units to strictly handle violations of road and railway traffic safety corridors. Strengthen inspection and enforcement of regulations on ensuring traffic safety order for road and inland waterway transport business activities in the area. Continue to strengthen patrols, control, and handle traffic safety violations, giving priority to inspection and handling of violations of regulations on alcohol and drug concentrations when driving; and transporting goods exceeding the prescribed weight of vehicles and bridges.

The Deputy Prime Minister also requested localities with high traffic accidents in the first quarter to review and evaluate the responsibilities of localities and fields where traffic accidents increased, and assign responsibility to heads of units and localities in ensuring traffic order and safety.

In particular, the People's Committees of Hanoi and Ho Chi Minh City, together with centrally-run cities, will develop and implement plans to implement breakthrough solutions to combat traffic congestion. Promote the operational efficiency of urban railways after they are officially put into operation. In particular, strengthen connections with other forms of public transport to reduce the use of personal vehicles, form a culture and habit of using public transport regularly for urban residents, help facilitate traffic and reduce traffic accidents...
