Nghe An: Proposal to abolish 3 policies on agricultural and rural development
(Baonghean.vn) - Accordingly, there will be 3 policies proposed to be abolished, including policies on autumn-winter peanuts, rubber trees, and commercial cattle and buffalo farming. That is the content stated in the draft Resolution of the Provincial People's Council on amending and supplementing a number of policies to support investment in agricultural and rural development in the province, discussed by the Provincial People's Committee at the meeting on the morning of November 10.

The policy to support agricultural and rural development is issued to encourage the development of a number of plants, animals, and economic models in the agricultural sector according to the province's general planning and plans, contributing to improving the lives of agricultural producers and rural areas. Therefore, in recent times, our province has paid great attention to issuing, amending, and adjusting many mechanisms and policies in the agricultural and rural sectors to ensure suitability.
Based on Resolution No. 125/2014/NQ-HDND, the Provincial People's Committee proposed the Provincial People's Council to amend and supplement this Resolution to ensure compliance with the reality. Accordingly, there will be 3 policies proposed to be abolished, including policies on autumn-winter peanuts, rubber trees, and commercial cattle and buffalo farming. These are policies that have been implemented for a long time or no longer need to be encouraged.
There are 13 policies that remain unchanged, including support for crop restructuring; raising foreign pigs with a scale of 30 pigs or more; subsidies for building and replicating effective economic models in mountainous districts; policies to support the purchase of copyrights for scientific and technological advances, etc.
There are 10 policies proposed to be revised and supplemented, including: increasing the support level for Tuyet Shan tea varieties; adding support for grapefruit trees; adjusting the maximum support level from 200 million VND to 500 million VND/concentrated livestock and poultry slaughterhouse; adding support for advanced water-saving irrigation systems for industrial crops, fruit trees and concentrated grasses...

According to the draft, 5 new support policies will be added, including: support for some new crop varieties with high productivity and quality (new purebred rice varieties, new sugarcane varieties); support for production and consumption of high-quality agricultural products, food safety, application of high technology; policy on applying new technology for intensive farming of white-leg shrimp; support for farm development; support for planting medicinal plants under forest canopy; vaccination of mountainous livestock.
Thus, if approved by the Provincial People's Council at the 5th session (expected to take place in mid-December 2017), 28 policies to support agriculture and rural areas will be implemented from January 1, 2018 and the total budget to implement the policies in 2018 will be more than 82 billion VND.

At the meeting, members of the Provincial People's Committee and leaders of departments and branches basically agreed with the draft Resolution. However, according to Director of the Department of Science and Technology Tran Quoc Thanh, the policy to support the construction of models needs to be specified according to each planned area, to avoid the situation where when there is a policy, localities rush to do it; at the same time, there needs to be a clear direction, to avoid running out of policies and running out of models.

Concluding the meeting, Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to fully absorb the opinions of members of the Provincial People's Committee and the sectors to complete the draft; at the same time, review the mechanisms and policies on the principle that any unnecessary policies should be abolished, avoiding spreading the curtain; adjust and supplement a number of policies that in practice are causing shortcomings, not really encouraging and creating development motivation; at the same time, supplement a number of new policies based on practical needs.

Within the framework of the meeting program this morning, the Provincial People's Committee also listened to and commented on the draft Resolution amending and supplementing Resolution No. 70/2012/NQ-HDND on the Planning of the education and training development network, period 2012 - 2020; draft Resolution of the Provincial People's Council approving the list of projects requiring land acquisition; draft Resolution of the Provincial People's Council on changing the purpose of using rice-growing land, protective forest land, and special-use land to implement investment projects; draft Resolution of the Provincial People's Council on implementing the School Milk Program in the province, period 2018 - 2020.
The Provincial People's Committee also listened to and commented on the report on the implementation of the National Target Program on New Rural Development in 2017 and tasks for 2018; the report on the implementation of the National Target Program on Sustainable Poverty Reduction, in conjunction with the report on the implementation results of Resolution No. 12/2017/NQ-HDND of the Provincial People's Council on continuing to improve the effectiveness of the implementation of the National Target Program on Sustainable Poverty Reduction in the province; the report on environmental protection in the province in 2017 and tasks for 2018; the report on the results of citizen reception and complaint and denunciation settlement in 2017 and tasks for 2018.
