Speaking at the conference to evaluate the results of 2017 and deploy tasks for 2018 of the Provincial IT Steering Committee, Director of the Department of Planning and Investment Nguyen Van Do reflected that the Department of Planning and Investment receives and processes a large volume of documents related to people and businesses every day. If IT application is stopped for one day, the unit's operations will be paralyzed.
To move towards e-government, according to the Director of the Department of Planning and Investment, agencies and localities need to gradually "wean" and reduce paper documents and replace them with electronic documents. To do this, it is necessary to classify and regulate which types of documents are sent and saved electronically. It is necessary to set specific goals and ratios, because some sectors and commune levels have a very large number of documents.

Mr. Phan Nguyen Hao - Deputy Director of the Department of Information and Communications is concerned: Many units only use the system to receive documents directly at the "One-stop" department and to store the results of document processing after completion, while the processing of documents between departments is being done manually, not processed on the system.
Although the online public service system is ready, the application of the system by people and businesses is still limited, sending and receiving documents online is still very little (in 2017, there were only 66 documents submitted online). "The infrastructure is completed but its use is limited, like building a road and then no one uses it, it is too wasteful!" - Mr. Hao emphasized.

Agreeing with the proposal to "reduce" paper documents of the Director of the Department of Planning and Investment, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested the Department of Information and Communications to coordinate with relevant departments and branches to submit to the Provincial People's Committee to issue regulations on sending, receiving, processing and storing electronic documents in January 2018. The goal in 2018 is to gradually use electronic documents to replace paper documents.
Affirming that the goal after building the e-government framework is to build e-government and build smart cities.
Vice Chairman Le Ngoc Hoa said that online public services are the backbone of e-government, and suggested that departments and branches promote the application of IT in management and implementation of professional tasks.
