Strong shift in building e-government in Yen Thanh district

PV:In implementing the policy of administrative reform, building e-government and digital government, Yen Thanh district has recently deployed and achieved remarkable achievements. Could you please tell us about the outstanding results?

Comrade Hoang Danh Truyen:In recent times, Yen Thanh district has always attached importance to developing information technology applications, building e-government and digital government in the operations of state agencies, serving people and businesses; considering this as an innovation in administrative reform to help improve the efficiency of operations, management and operation of agencies in the state administrative system; aiming to create satisfaction in serving people and businesses.
Immediately after Resolution No. 09/NQ-TU dated August 5, 2022 of Nghe An Provincial Party Committee on digital transformation of the province to 2025, with a vision to 2030 was implemented, Yen Thanh district established a Steering Committee for digital transformation, urgently developing a plan to implement the digital transformation task to 2025. Accordingly, the District People's Committee issued plans, proposed 12 groups of targets and 5 main tasks on 3 pillars of digital government, digital economy and digital society with 26 specific tasks of each sector and field.

The Standing Committee of the District Party Committee and the Steering Committee have resolutely implemented and focused on mobilizing investment resources and developing digital infrastructure. Yen Thanh District has signed a cooperation agreement with VNPT Yen Thanh, according to which this unit has provided information technology telecommunications services and digital transformation solutions including; online public services, online conferences, IOFFICE document management and operation system, digital signatures, electronic civil servant records, electronic officials, and is currently continuing to deploy digital meeting rooms...
Up to now, the telecommunications network infrastructure of Yen Thanh district has covered all mountainous communes, ensuring the direction and operation of Party and State agencies; meeting the needs of information technology application and use of digital services of people and businesses; 100% of communes in the district have 4G mobile waves.
Digital government has been interested in investing in infrastructure gradually towards modernity and synchronization, the required indicators for using shared systems of the province have all met and exceeded the set targets. At the Reception and Results Department of the district and 39 communes and towns, the synchronous implementation of processes including: receiving, appraising, approving, stamping and returning results in handling administrative procedures. The results of handling records and processing administrative procedure records on the Administrative Procedure Information System of the National Public Service Portal have achieved high results.

The IOFFICE document management and administration system is deployed in agencies and units, helping the district's direction and administration work to be carried out smoothly. The online conference system with 41 bridges, connecting the District Party Committee and People's Committee with 39 communes and towns, serving well the meetings and conferences connected with the online system of the Central and the province. The digitization of data serving the province's shared systems is fully updated, accurate and secure.
The activities of developing the digital economy and digital society have initially had remarkable results, non-cash payments are increasingly developing. The system of bank branches and legal credit enterprises has implemented many solutions to support people in using e-wallets. Statistics show that in the first 6 months of 2024, Yen Thanh district had 135,241 accounts, reaching a rate of 84.68%.
Stores and businesses scan QR codes to pay with e-wallets. Digital social activities and digital citizenship are participated in and gradually developed by the people. At the District Health Center and 39/39 health stations, medical examination and treatment points using chip-embedded citizen identification cards, multidimensional QR code readers have been set up to serve medical examination and treatment under health insurance using chip-embedded citizen identification cards, VNeID and VssID applications.

100% of schools in the district have implemented electronic grade books and electronic report cards, 21 schools have implemented electronic contact books, many schools have implemented digital signatures for teachers and sent lesson plans via the Vnedu system. Notably, in 2024, Long Thanh commune was recognized as a model new rural commune in digital transformation.
From the beginning of 2024 up to now, Yen Thanh district has received 51,297 records on the administrative procedure settlement information system of Nghe An province, of which the number of records fully digitized upon receipt is 51,041 records, accounting for 99.5%; The number of records resolved is 50,653, of which the number of records with digitized results is 50,006, accounting for 98.72%.

Continue to propagate and raise awareness of Party committees, Governments, people and businesses about the necessity and urgency of digital transformation. Coordinate with relevant departments and branches to organize basic training on digital transformation. Promote the effectiveness of community digital technology groups "going to every alley, knocking on every door" to guide and support people in using services from digital transformation, focusing on online public services and ensuring the security of personal information in the digital environment.
Continue to invest in and upgrade technical infrastructure to ensure the application of information technology within state agencies, information technology equipment; LAN infrastructure; high-speed internet. Review and supplement the planning of mobile network broadcasting stations to ensure the provision of 3G and 4G internet services to ensure the development of 5G in the area. Implement undergrounding and rearranging telecommunications network cables.

Improve capacity, service quality and expand specialized data transmission network connections, ensure stability, smoothness, and connection of 4 administrative levels from the central to the commune level to serve digital government. Continue to improve the commune-level digital transformation steering committee and community digital technology teams, arrange the Youth Union and teachers as the core force in the grassroots digital technology teams.
Applying network information security management systems according to standards and technical regulations to the operations of State agencies. Continuing to exploit and operate well shared information systems serving management and administration: Electronic information portal system, online public services, administrative document management system, population data applications, electronic identification and authentication, email, digital signature, online video conferencing, etc.
Promote and effectively use the administrative procedure information system that focuses on digitizing records and documents, converting the use of paper records and documents and direct transactions to the use of electronic records and documents, electronic transactions and providing public services regardless of time and administrative boundaries; deploy solutions to increase the number of records received online.

Developing digital economy, digital stores and electronic payment accounts for households, improving people's material life, changing the mindset, methods and processes of consuming products and goods in the traditional way, helping households apply digital technology in consuming agricultural products, and transforming buying and selling on digital technology platforms.
Promote the development of digital society, popularize broadband Internet services to households and 4G/5G mobile coverage; encourage businesses to deploy electronic payment platforms and e-wallets. Pilot the "Smart Village" and "Smart Commune" models in some localities in the district./.
