Nghe An proposes to appraise capital for new rural projects under 15 billion

(Baonghean.vn) - That was the proposal of Nghe An at the National Online Conference summarizing the National Target Programs in 2017 and deploying key tasks in 2018, which took place on the afternoon of February 28, chaired by Deputy Prime Minister Vuong Dinh Hue.

The report of the Ministry of Planning and Investment at the Conference showed that in 2017, the state budget allocated for the implementation of national target programs was about 51 trillion VND. During the year, about 64 trillion VND was also mobilized from enterprises and individuals to carry out social security work; support capital to implement criteria for new rural construction, build essential facilities in poor districts and communes...

Regarding the National Target Program on New Rural Construction, by the end of December 2017, the whole country had 3,069 communes recognized as meeting New Rural standards (accounting for 34.4%); 43 district-level units in 24 provinces and centrally-run cities were recognized by the Prime Minister as meeting New Rural standards, an increase of 13 units compared to the end of 2016.

For the National Target Program on Sustainable Poverty Reduction, by the end of 2017, the average poverty rate nationwide decreased to 6.72%.

The Government's assessment stated that, despite limited resources, localities have prioritized and focused on implementing the 2017 contents and tasks of each program, focusing on overcoming the shortcomings of the previous period, going into depth, improving quality in line with new conditions and circumstances to sustainably maintain the results of new rural construction and sustainable poverty reduction.

For Nghe An,The total capital mobilized for the implementation of the NTM program in 2017 was more than 3 trillion VND, of which the State budget directly supported the implementation of the program with more than 905 billion VND, accounting for 28.4%; capital combined from programs and projects was more than 856 billion VND, accounting for 26.8%; enterprise capital was nearly 194 billion VND, accounting for 6.1%; credit capital was nearly 764 billion VND, accounting for 23.9%; people contributed more than 474 billion VND, accounting for 14.8%.

The result of capital mobilization for the implementation of the poverty reduction program in the province in 2017 was more than 2.6 trillion VND. Of which, the local budget source was more than 2.2 trillion VND; the central budget source for the implementation of the National Target Program for Sustainable Poverty Reduction in 2017 was more than 346 million VND.

In 2017, the province had 29 more communes meeting the NTM standards; bringing the total number of communes meeting the NTM standards to 181/431 communes, accounting for 42%, higher than the national average. The average was 14.54 criteria/commune, an increase of 1.04 criteria/commune compared to the end of 2016. There were 55 communes meeting from 15 to 18 criteria, accounting for 12.8%; 106 communes meeting from 10 to 14 criteria, accounting for 24.6%; 89 communes meeting from 5 to 9 criteria, accounting for 20.6%.

We have focused on directing Nam Dan district to complete the goal of building a new rural area. We are currently completing the dossier to submit to the Central Government for appraisal of the new rural area and submitting to the Prime Minister for recognition. Thus, the whole province now has 3 district-level units that have met the new rural area standards.

The whole province currently has 65,435 poor households, accounting for 7.54%, and 85,555 near-poor households, accounting for 9.86%.

Speaking at the online conference, Vice Chairman of the Provincial People's Committee Dinh Viet Hong proposed and recommended to the Government a number of contents: Currently, for projects with a total investment of less than 15 billion VND, it is recommended that the Central Government only manage the project list, the appraisal of capital sources and the assignment of detailed capital plans for each project are decentralized to localities for implementation on the basis of the total source and list assigned by the Central Government to ensure the correct objectives and subjects of the National Target Program on New Rural Construction.

Regarding Program 30a (under the National Target Program for Sustainable Poverty Reduction), related to districts that enjoy investment support policies under Decision No. 293/QD-TTg dated February 5, 2013 of the Prime Minister, the support period from 2013 - 2017 has not been extended for implementation in the period 2019 - 2020. Therefore, there is no basis for allocating capital targets for this program for the period 2018 - 2020. Therefore, it is recommended that the Prime Minister direct the Central Ministries and branches to soon issue guiding documents so that localities have a basis for detailed allocation to poor districts.

The Government's target is that in 2018, the whole country strives to increase the number of communes meeting NTM standards by 5-6%, with at least 54 district-level units recognized by the Prime Minister as NTM districts. Strive to reduce the national poverty rate by an average of 1-1.5%.

In his concluding remarks at the conference, Deputy Prime Minister Vuong Dinh Hue commended and highly appreciated the achievements made in the recent past in the National Target Program on New Rural Development and the Sustainable Poverty Reduction Program of ministries, branches and localities, and acknowledged the valuable and practical handbooks and experiences in a number of localities in implementing sustainable poverty reduction.

The Deputy Prime Minister suggested: Localities need to be creative in implementing the new rural development program, based on local conditions. Localities should focus on agricultural restructuring models, with attention paid to the "one commune one product" program; Synchronously and effectively deploy programs, projects, and contents that are integrated into national target programs; Continue to promote communication work during the implementation of national target programs.

The Ministry of Planning and Investment will soon have documents on recommendations and proposals from localities to submit to the National Assembly and the Government for consideration and resolution.
