Nghe An: Covid-19 epidemic is basically under control, budget revenue is estimated at more than 13,200 billion VND

On the morning of September 24, the Provincial People's Committee held a regular online meeting in September to listen to and give opinions on important contents. At the meeting, Director of the Department of Planning and Investment Nguyen Xuan Duc reported that in the first 9 months of 2021, the whole province implemented the goals and tasks in the context of the complicated developments of the Covid-19 pandemic, severely affecting production and business activities and people's lives.

Especially in the third quarter of 2021, social distancing must be implemented at many times according to Directive No. 16 and Directive No. 15 of the Prime Minister throughout the province. In particular, many localities must apply social distancing higher than Directive No. 16 with stricter control requirements to prevent and control the epidemic.

Despite many difficulties, with the leadership and direction of Party committees and authorities at all levels, the synchronous participation of the entire political system, the unanimous support and great efforts of all classes of people, the implementation of goals and tasks still achieved remarkable results.

The whole province has thoroughly grasped and seriously implemented the direction of the Government, the Prime Minister, the National Steering Committee and the guidance of the Ministry of Health on epidemic prevention and control; the entire political system has made efforts to participate, mobilize all forces and resources with the highest determination to focus on epidemic prevention and control in the province.

The Steering Committee, the Covid-19 Prevention and Control Center at all levels, specialized agencies and functional forces have resolutely and proactively implemented many strong and timely solutions with the viewpoint of "one level higher, one step earlier". Promoting the role of community Covid Teams, relying on the strength of the people in the work of epidemic prevention and control.

As of 7:00 a.m. on September 24, 2021, Nghe An recorded a total of 1,813 positive cases of Covid-19 in 21 districts, cities and towns; of which 1,696 cases have been discharged from hospital and 16 cases have died. To date, the epidemic situation in the province has been basically controlled and contained; 21 localities in the province have moved to a new normal state according to Directive 19 of the Prime Minister.

In addition to the task of epidemic prevention and control, the task of socio-economic development has also achieved remarkable results. The state budget revenue in the first 9 months is estimated at VND 13,219 billion, reaching 94.2% of the estimate assigned by the Provincial People's Council, up 13.2% over the same period. Local budget expenditure is estimated at VND 19,520 billion, reaching 75.9% of the estimate. As of September 20, 2021, the concentrated public investment capital managed by the province has disbursed VND 1,643,094 billion, reaching 52.38% of the detailed plan.

Despite many difficulties due to natural disasters and epidemics, the 2020-2021 winter-spring crop and the summer-autumn crop had a fairly comprehensive harvest, with high productivity and output of many crops. Industrial production had a fairly good growth rate in the context of being affected by the Covid-19 pandemic, with some sectors and products still achieving quite high growth rates. The Industrial Production Index (IIP) for the first 9 months of 2021 is estimated to increase by 18.26%.

Investment attraction has seen many changes. As of September 20, 2021, the province has granted new licenses to 77 projects and adjusted 102 projects; the total newly granted and increased investment capital is VND 21,950.01 billion; compared to the same period in 2020, the number of projects increased by 30.5%, the total investment increased by 4.97 times. In the first 9 months of 2021, 1,321 new enterprises were established, equal to 99.16% compared to the same period.

The Education and Training sector has been proactive, flexible, and timely in directing the completion of the program and the end of the 2020-2021 school year; organizing well the exams to ensure seriousness and safety in the context of the epidemic. Maintaining the achievements in the quality of key education, Nghe An province continues to be in the top of the country in terms of excellent students in the 2020-2021 school year.

The province has implemented 12 groups of policies to support workers, people and employers facing difficulties due to the Covid-19 pandemic in the province. As of September 20, 2021, support has been approved for 8,102 beneficiaries with a total budget of VND 11,833 billion.

At the same time, state management and administrative reform achieved many positive results. In 9 months, the processing time of 477 administrative procedures was reviewed and reduced, with a total reduction of 2,389 days. National defense, security and social order and safety were maintained; the implementation of the inspection plan was focused and key, concentrating on sensitive areas that received public attention.

The Provincial People's Committee also frankly assessed the shortcomings and limitations in the direction of Covid-19 prevention and control in the past time; as well as in the task of restoring production and developing the economy. The disbursement rate up to September 20 of the whole province is still lower than the same period in 2020. The results of implementing a number of policies to support employees and employers affected by the Covid-19 epidemic still have some shortcomings and are slower than required./.
