Nghe An: Regulating the flow of hydroelectric reservoirs to combat drought in downstream areas

(Baonghean.vn) - Due to the low water level of Lam River, the pumping stations are not operating, causing over 1,000 hectares of rice in Thanh Chuong and Do Luong districts to be at risk of dying due to drought. The People's Committee of Nghe An province has issued an official dispatch agreeing on a plan to regulate the flow of hydroelectric reservoirs: Ban Ve, Khe Bo, Chi Khe.

On March 17, the People's Committee of Nghe An province issued Official Dispatch No. 1802UBND-NN, requesting Ban Ve Hydropower Company, Vietnam Electricity Development Joint Stock Company; Chi Khe Hydropower Joint Stock Company on the plan to regulate the flow of hydropower reservoirs.

Accordingly, the Provincial People's Committee agreed on the plan to regulate the flow of hydroelectric reservoirs: Ban Ve, Khe Bo, Chi Khe from now until March 31, 2023 as proposed by the Department of Agriculture and Rural Development in Document No. 853/SNN-TL dated March 16, 2023.

Specifically: From March 17, 2023 to March 22, 2023, every day, Ban Ve, Khe Bo, and Chi Khe hydropower reservoirs will operate to discharge water downstream as follows: Ban Ve reservoir will operate to ensure the total average discharge flow is not less than 160.0 m3/s; Khe Bo reservoir will operate to discharge water continuously for no less than 12 hours/day to ensure the discharge flow is not less than 230.0 m3/s, the remaining time must ensure the discharge flow is not less than 95 m3/s; Chi Khe reservoir will operate to discharge water continuously with a total discharge flow equivalent to the flow to the reservoir.

From March 23, 2023 to March 31, 2023, the hydroelectric reservoirs: Ban Ve, Khe Bo, Chi Khe operate to regulate water and other contents remain the same as Official Dispatch No. 908/UBND-NN dated February 15, 2023 of Nghe An Provincial People's Committee.

During the implementation process, based on the actual situation of water use and weather conditions, the Department of Agriculture and Rural Development will continue to propose releasing water from Ban Ve, Khe Bo, and Chi Khe hydropower reservoirs with appropriate water flow to ensure effective and economical water supply for production and people's lives in the downstream areas.

Currently, the 2023 Spring rice crop is entering the tillering period and is one of the peak water use periods. Through checking the actual situation, the water level of Lam River is low, pumping stations are not operating, so in Thanh Chuong and Do Luong districts, there are over 1,000 hectares of rice fields lacking water. If there is still no water in the coming days, the risk of rice dying is very high.

Meanwhile, according to the forecast of the North Central Hydrometeorological Station, there will be no rain in the coming time, and the water level of Lam River will tend to decrease.
