Nghe An investigates, prosecutes and tries 7 corruption cases

The head of the agency involved in corruption has not been prosecuted.
Reviewing the report on anti-corruption work in the first 6 months of the year and tasks for the last 6 months of 2019, members of the Provincial People's Council's Legal Committee acknowledged that all levels, branches, agencies and units in the province have deployed many anti-corruption measures.
However, the issue that members of the Provincial People's Council's Legal Committee are concerned about is whether the asset declaration is honest or not and how to handle cases of dishonest declaration?

Members of the Legal Committee also raised concerns that, although through administrative inspection and specialized inspection, the Provincial Inspectorate has discovered a number of organizations and individuals violating and recommended handling and recovering tens of billions of VND from the budget in the first 6 months of the year, no leader has been held responsible for allowing corruption to occur in their agency or unit according to Decree No. 107/2006/ND-CP.
In the first 6 months of the year, judicial agencies investigated 7 corruption cases, with 27 defendants, mainly related to land.
The Provincial People's Council's Legal Committee also reviewed the report on public reception, handling of complaints and denunciations in the first 6 months of the year, and tasks and solutions for the last 6 months of 2019.
Many shortcomings in ensuring traffic safety
Reviewing the report on ensuring traffic order and safety in the province in the first 6 months of the year, members of the Provincial People's Council's Legal Committee acknowledged the efforts of all levels and sectors in implementing many solutions to ensure traffic order and safety in the area and the traffic accident situation in the province decreased by more than 10% in all 3 criteria of number of cases, number of deaths and number of injuries.
However, some members of the Provincial People's Council's Legal Committee also raised many concerns and requested the Department of Transport to clarify such as: the number of serious traffic accidents still accounts for more than 50% of the total number of traffic accidents.
On the other hand, for a long time, the classification of the severity of traffic accidents has only been based on the number of deaths, so it is necessary to pay attention to assessing the level of property damage and the rate of injuries from accidents according to regulations; in addition, the situation of concrete mixer trucks still circulating on prohibited roads in the inner city.

Although driver training and testing have received investment and modernization, the control of health certificates during the process of issuing driver licenses is still lax; this is a "loophole" for drug users to be granted driver licenses, causing many potential risks of traffic accidents.
Some members are also concerned about the effectiveness of propaganda and dissemination of traffic safety laws; ineffective management of transport activities, especially buses; the handling of "black spots" and investment in traffic signal systems are not synchronous and timely...

Concluding the review, Head of the Provincial People's Council's Legal Committee Phan Duc Dong requested the Provincial Inspectorate and the Department of Transport to absorb comments for editing and supplementing, ensuring comprehensive and quality assessment reports.
Regarding the work of preventing and combating corruption, the Head of the Provincial People's Council's Legal Committee requested the Provincial People's Committee to strengthen measures to prevent and combat corruption, from planning and socio-economic development plans to administrative procedures; regimes, norms, and standards on financial expenditures... in agencies and units; strengthen coordination between agencies in the work of preventing and combating corruption; avoid formalities in asset declaration; take measures to increase the rate of asset recovery in corruption cases...

The Head of the Provincial People's Council's Legal Committee requested that all levels and sectors continue to enhance the responsibility of Party and government leaders in receiving people and resolving complaints and denunciations; associated with enhancing the effectiveness of State management, especially land management, contributing to limiting petitions and limiting mass and complicated, prolonged complaints.
