Nghe An: Expected surplus of more than 3,500 district and commune level officials and civil servants after rearrangement

After not organizing at the district level and rearranging at the commune level, it is expected that Nghe An will have a surplus of more than 3,500 cadres and civil servants.

The project to rearrange commune-level administrative units in Nghe An province in 2025 has just been approved by the People's Committee of Nghe An province and will be submitted to the Standing Committee of the Provincial Party Committee, the Party Executive Committee, and the Provincial People's Council for consideration according to their authority before submitting to the Government before May 1, 2025.

Accordingly, Nghe An currently has 412 commune-level administrative units including: 362 communes, 33 wards, 17 towns; through the arrangement and submission of a plan to reduce 282 commune-level administrative units (a reduction rate of 68.45%), there are 130 units including: 11 wards, 119 communes.

Currently, Nghe An province has 2,517 district-level officials and civil servants, 1,391 district-level officials and 8,813 commune-level officials and civil servants. In total, the staff at both levels is 12,721 people.

According to the general orientation, when the district-level government ends its operation, 100% of the existing district-level staff will be transferred to arrange commune-level staff, in which the current leadership and management staff of the district-level political system will be arranged as the core at the new commune-level units; it is possible to increase provincial-level cadres, civil servants and public employees to the commune level.

Nghe An Department of Home Affairs estimates that each new commune-level administrative unit is expected to be assigned 60 officials and civil servants (including an average staff of about 32 people per commune in the government sector). Thus, the total number of new commune-level officials and civil servants after the arrangement will be about 7,800 people.

This means that there will be about 3,530 redundant officials and civil servants after the reorganization. In the immediate future, the current number of officials and civil servants at the district and commune levels will be maintained to arrange work at the commune level and review and streamline the staff in conjunction with restructuring and improving the quality of the team to meet the requirements of the task, ensuring that within a period of 5 years, they will basically comply with the Government's regulations.

As for 1,391 district-level officials, the arrangement plan will follow the Central Government's guidance. Accordingly, based on the plan to arrange and restructure public service units by sector and field at the new commune level according to the guidance of the Ministry managing the sector and field, localities are responsible for arranging the quota of public employees receiving salaries from the budget within the total number of positions assigned by competent authorities, ensuring the implementation of streamlining the payroll in conjunction with restructuring and improving the quality of the staff, promoting autonomy for public service units by sector and field in accordance with the conditions and characteristics of each locality.
