The names Kim Lien and Cua Lo are kept in the commune-level arrangement plan in Nghe An.

In the plan prepared to submit to the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee, and the People's Committee of Nghe An province agreed to keep the name of Kim Lien commune and rename it Cua Lo.

In Nam Dan district, according to the plan to arrange commune-level administrative units, this locality will arrange 17 units into 5 units, reducing 12 units (rate of 70.59%).

Notably, regarding the naming plan of 5 communes, 4 communes are named Nam Dan and numbered from I to IV. In addition, Nam Dan retains the name of one commune, Kim Lien, on the basis of merging 5 communes: Kim Lien, Hung Tien, Xuan Hong, Nam Giang and Nam Cat together. The new Kim Lien commune has a total area of ​​61.08 km2.2, population 55,471 people.

Similarly in Vinh city, according to the plan, the city's current 33 wards and communes will be arranged into 6 units, reducing 27 units (a reduction rate of 84.38%). In which, the new names of 5 new wards are proposed to be named after Vinh plus the serial numbers from I to V.

Particularly, the area of ​​7 wards of Cua Lo town (old) including: Nghi Hoa, Nghi Hai, Nghi Huong, Nghi Thu, Thu Thuy, Nghi Thuy, Nghi Tan is proposed to be named Cua Lo ward. Cua Lo ward has an area of ​​29.09km2, population 64,760 people.

Keeping the names Kim Lien and Cua Lo in the process of arranging commune-level administrative units in Nghe An is considered a completely appropriate and necessary approach. These are not only familiar place names, closely associated with the spiritual life and cultural identity of the people, but also have profound symbolic value.

Kim Lien is the hometown of President Ho Chi Minh - a place that still preserves cultural and historical space and many documents and artifacts associated with his childhood and his relatives and is a special national relic site.

This name is not simply an administrative place name but also a sacred symbol, with a wide influence domestically and internationally. Keeping the name Kim Lien means preserving its core historical and cultural values.

Similarly, Cua Lo is not only the name of a district-level administrative unit before being merged into Vinh city from December 1, 2024 according to the Resolution of the National Assembly Standing Committee, but also a prominent tourism brand of Nghe An and the entire North Central region, which has been positioned in the hearts of tourists from all over the world, contributing significantly to the socio-economic development of the province. Therefore, renaming Cua Lo ensures stability in image, brand and social psychology, especially in the field of investment promotion and tourism.

According to the Project on implementing the arrangement of commune-level administrative units and building a 2-level local government organization model in Nghe An province, which has just been approved by the Provincial People's Committee, the names of new communes and localities are based on many approaches according to the instructions inDecision No. 759/QD-TTg dated April 14, 2025 approving the Project on rearranging and reorganizing administrative units (ADUs) at all levels and building a 2-level local government organization model.

Districts: Ky Son (submitted a plan to rearrange 21 units into 12 units, reducing 9, reduction rate: 42.86%); Quy Chau (submitted a plan to rearrange 12 units into 4 units, reducing 8 units, reduction rate: 66.67%), Que Phong district (submitted a plan to rearrange 13 units into 5 units, reducing 8 units, reduction rate: 61.54%), combining keeping the names of some old communes, and naming new communes based on traditional, historical, and cultural factors including: Muong Ca, Huu Kiem, Nam Can, Chieu Luu, Na Loi, Muong Tip, Na Ngoi, My Ly, Bac Ly, Keng Du, Huoi Tu, Muong Long (Ky Son district before rearrangement); Muong Noc, Tien Phong, Tri Le, Muong Quang, Thong Thu (Que Phong district before rearrangement); Chau Tien, Hanh Thiet, Chau Binh, Hung Chan (previously arranged Quy Chau district).

In Thanh Chuong district (before the rearrangement), the plan was presented to rearrange 29 units into 9 units, reducing 20 units, a reduction rate of 68.97%. The names of the new communes after the rearrangement were based on traditional, historical and cultural factors, including: Cat Ngan, Tam Dong, Hanh Lam, Son Lam, Hoa Quan, Kim Bang, Bich Hao, Dai Dong, Xuan Lam.

Basically, the remaining districts and towns will name the new communes after the names of the district-level administrative units (before the rearrangement) with serial numbers attached. In the coming time, 20 districts, cities and towns of Nghe An province will simultaneously organize to collect voters' opinions and submit to the People's Councils at the commune and provincial levels for consideration and approval of the project on rearranging administrative units, to be completed before April 25, to submit to the Provincial People's Committee for completion and submission to the Provincial People's Council for consideration at the Special Session scheduled to be held on April 28.
