The Prime Minister has just approved funding for surveying and granting land use right certificates to 36 provinces and cities and supporting 20 provinces in surveying and creating cadastral maps.
150 billion VND for 36 provinces and cities
The Prime Minister decided to allocate 150 billion VND to 36 provinces and centrally run cities from the 2016 central budget's economic expenditure source as decided by the National Assembly to carry out the tasks of measuring, granting land use right certificates and building a land database in 2016.

The Prime Minister assigned the Ministry of Finance to notify the additional funding to the provinces and centrally run cities for implementation in accordance with current regulations.
The People's Committees of provinces and cities shall allocate sufficient funds from the local budget, ensuring that at least 10% of the total revenue from land use fees and land rents is used to carry out land measurement and registration, establish a cadastral database and issue land use right certificates according to Directive No. 1474/CT-TTg dated August 24, 2011 of the Prime Minister on implementing a number of urgent tasks and solutions to rectify the issuance of land use right certificates, house ownership rights and other assets attached to land and establish a land database. Report on the need for funding to be sent to the Ministry of Natural Resources and Environment for appraisal and submission to competent authorities for approval according to regulations to serve as a basis for implementation.
36 localities were allocated funds to carry out surveying, establish a database of cadastral records and issue land use right certificates in 2016, including: Ha Giang; Cao Bang; Lang Son; Bac Kan; Thai Nguyen; Lao Cai; Yen Bai; Phu Tho; Bac Giang; Dien Bien; Lai Chau; Hoa Binh; Son La; Thanh Hoa; Nghe An; Ha Tinh; Quang Binh; Quang Tri; Quang Nam; Phu Yen; Ninh Thuan; Kon Tum; Gia Lai; Dak Nong; Dak Lak; Lam Dong; Binh Phuoc; Tay Ninh; Hau Giang; Soc Trang; Bac Lieu; Nam Dinh; Ninh Binh; Long An; Kien Giang; An Giang. |
The Prime Minister assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Finance to inspect and urge localities to allocate at least 10% of land use fees and land rents according to Directive No. 1474/CT-TTg dated August 24, 2011; based on the local budget demand report, re-evaluate the budget for implementation and submit to competent authorities for approval of the overall project budget demand according to regulations.
Support 20 provinces in surveying and mapping cadastral maps
The Prime Minister has just issued a decision to allocate funds to 20 provinces to conduct land surveying, mapping, marking land use boundaries and issuing land use right certificates for forestry companies.
Specifically, the Prime Minister allocated 300 billion VND from the 2016 central budget economic expenditure source as decided by the National Assembly and advanced 146,691 billion VND from the 2017 central budget plan to support the provinces: Ha Giang, Lang Son, Lao Cai, Yen Bai, Thai Nguyen, Phu Tho, Hoa Binh, Nam Dinh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Binh Dinh, Dak Lak, Dak Nong, Gia Lai, Kom Tum, Lam Dong, Binh Phuoc to conduct surveying, make cadastral maps, set up land use boundary markers and issue land use right certificates of agricultural and forestry companies in 2016.
The Prime Minister assigned the Ministry of Finance to specifically announce the additional funding and advance funding levels; at the same time, arrange capital to recover the above-mentioned advanced funding and be responsible for the accuracy of the reported information and data. The People's Committees of the provinces receiving financial support are responsible for managing and using it for the right purposes and in accordance with current laws.
