Nghe An reduces 20 commune-level administrative units and nearly 700 officials after rearrangement
(Baonghean.vn) - According to the report of the Department of Home Affairs, after the arrangement and merger of commune-level administrative units, Nghe An will reduce 20 communes and 690 cadres, civil servants, and part-time workers at the commune level.

On the morning of September 20, the Provincial People's Council's Legal Committee held a meeting to review the draft resolution approving the policy on the arrangement and merger of administrative units in the province and the establishment, merger, and renaming of hamlets, blocks, and villages in communes, wards, and towns in 7 districts, cities, and towns. According to the provisions of Clause 2, Article 1, Resolution No. 653/UBTVQH14, Nghe An has 17 commune-level administrative units (14 communes, 3 towns) with 2 standards on natural area and population size less than 50% must be arranged and merged in the period of 2019 - 2021.
Among the 17 units, Muong Xen town (Ky Son district) only meets 13.72% of the standard on natural area and 35% of the standard on population; but due to the characteristics of the border, ethnic minority areas and terrain, the population arrangement in adjacent communes is difficult to adjust to expand Muong Xen town, so it is not included in the merger in the 2019 - 2021 roadmap.
Thus, in the period of 2019 - 2021, Nghe An has 16 commune-level administrative units that must be merged.

At the meeting, members of the Provincial People's Council's Legal Committee highly agreed with the arrangement policy; at the same time, proposed the Provincial People's Committee and the Department of Home Affairs to adjust the total number of commune-level administrative units to be arranged in the period of 2019 - 2021 in the province to be 39 communes, of which 16 communes are subject to phase I merger; 4 units encouraged to merge and 19 adjacent units are adjusted in terms of area and population to be arranged and merged. Thus, after the arrangement, Nghe An province has reduced from 480 commune-level administrative units to 460 units, a decrease of 20 units; including 411 communes; 32 wards and 17 towns.
In addition, some members of the Legal Committee suggested that the Provincial People's Committee should clarify in the arrangement plan the arrangement and resolution of policies for cadres, civil servants, and non-professional workers in the units after the merger; especially focusing on the unit that merged 3 communes into 1 commune with a large number of redundant cadres and civil servants.
According to the report of the Department of Home Affairs, after the arrangement and merger of commune-level administrative units, Nghe An reduced 20 communes and reduced 690 cadres, civil servants, and part-time workers at the commune level. Of these, there were 185 cadres, 199 civil servants, and 306 part-time workers at the commune level.
Concluding this content, Head of the Legal Committee of the Provincial People's Council Phan Duc Dong requested the Provincial People's Committee and the Department of Home Affairs to receive the opinions of the members of the Legal Committee to adjust and supplement; at the same time, it is necessary to review the administrative boundaries of the arranged communes to ensure accuracy.
On the other hand, the Provincial People's Committee and the Department of Home Affairs need to clarify the plan and roadmap for arranging cadres, civil servants, and part-time workers at the commune level; in which, attention should be paid to promptly arranging the heads of Party committees and authorities of communes after the merger, and for deputy leaders, there must be a roadmap for arrangement within 5 years in conjunction with the Party Congress for the 2020-2025 term.

The Head of the Provincial People's Council's Legal Committee also recommended that the Provincial People's Committee and the Department of Home Affairs plan to classify new administrative units after the merger to arrange and assign cadres and civil servants in accordance with the regulations on commune classification standards; pay attention to estimating and allocating funds to implement the merger.
Also this morning, the Legal Committee of the Provincial People's Council also examined the draft resolution on establishing, merging, and renaming hamlets, blocks, and villages in communes, wards, and towns in the districts of Anh Son, Nghi Loc, Quynh Luu, Que Phong, Dien Chau, Vinh city, and Hoang Mai town.
