Previously, on February 2, 2021, the Ministry of Education and Training issued Circulars No. 01, 02, and 03 stipulating codes, professional title standards, and appointment and salary classification for teaching staff in public preschool, primary, and secondary schools.
Following the guidelines, localities across the province have considered promoting teachers' professional titles by reviewing and scoring their application files for promotion according to professional title standards.

According to regulations, Teachers are allowed to register for exams or be considered for promotion to the next higher professional title when they meet all the following standards and conditions:
Educational institutions have a need and are sent by the head of the competent management agency to take the exam or consider promotion of professional titles.
Being classified as having completed the task well or better in the previous working year, before the year of taking the exam or being considered for promotion to a professional title; having good political qualities and professional ethics; not being subject to disciplinary action, not being subject to regulations related to disciplining civil servants as prescribed in Article 56 of the Law on Civil Servants as amended and supplemented in Clause 8, Article 2 of the Law on Amending and Supplementing a Number of Articles of the Law on Cadres, Civil Servants and the Law on Civil Servants.

After nearly 1 year of implementation, localities have now issued Decisions on the appointment and salary classification of teachers' professional titles. Through synthesis, in this phase, the whole province has 24,391 teachers at preschool, primary and secondary levels whose salaries have been transferred and appointed. Of which, the most are Dien Chau district with 2,603 teachers, Quynh Luu 2,236 teachers, Vinh city 1,948 teachers, Yen Thanh district 1,914 teachers, Nghi Loc 1,781 teachers...
Following the guidelines, after being appointed and transferred to the new salary scale, localities have also compiled the list and funding needs to transfer to the Department of Education and Training. Based on the records and list of teachers, the Department will compile, transfer to the Department of Finance and continue to submit to the Provincial People's Committee to allocate funding to promptly pay salaries according to the new salary scale for teachers. Currently, according to statistics, with more than 24,000 teachers being transferred to the new salary scale, the whole province will need more than 144 billion VND to pay additional salaries for teachers in this period and Vinh city is the locality with the highest funding need with a total amount of nearly 20 billion VND. Next is Ky Son district with more than 14 billion VND and Yen Thanh, Quynh Luu with more than 10 billion VND.

The appointment and salary classification according to Circular No. 01, 02, 03 stipulating codes, standards for professional titles and appointment and salary classification for teaching staff in public preschools, primary schools and secondary schools will increase benefits and income for teachers. Accordingly, as with primary and secondary schools, previously, if at the old level II, the salary coefficient for teachers would be calculated from 2.34 - 4.9. However, if at the new level II, the salary coefficient for teachers will be calculated from 4.0 - 6.35. Teachers at level I, the salary coefficient is from 4.40 to salary coefficient 6.78 and teachers at level III, the salary coefficient will be 2.34 - 4.98.
Meanwhile, at the preschool level, grade III preschool teachers are subject to a salary coefficient of 2.1 to 4.89; grade II preschool teachers are subject to a salary coefficient of 2.34 to 4.98; grade 1 preschool teachers are subject to a salary coefficient of 4.0 to 6.38. In addition to preschool, primary and secondary school teachers, the Department of Education and Training has also submitted a list of more than 1,500 high school teachers to the Department of Home Affairs to make a decision on appointment and upgrading.
On December 26, 2022, the Provincial People's Committee issued Document No. 4156/QD-UBND Decision on funding settlement. Accordingly, the People's Committees of districts, cities and towns were assigned to use the existing salary reform fund at the units to pay policies, the amount of VND 119,870,484,000 to pay salaries for teachers. Of which, more than VND 114 billion is the fund to implement the transfer of teacher quota according to Circulars 01,02,03.
