According to the report of the Department of Natural Resources and Environment, the whole province currently has 146 housing business projects approved by the Provincial People's Committee for investment policy and granted investment certificates that are still legally valid.
Of the total 146 projects, there are currently 30 projects where the investors have not fulfilled their financial obligations despite having allocated land for the entire project or a part of the project.
In addition, there are still 24 projects that have not been assigned by the Provincial People's Committee; 20 investment projects have had their detailed construction planning cancelled or investment certificates or investment approvals revoked by the Provincial People's Committee due to violations of the law.
Particularly, there are 130 high-rise apartment buildings, of which 104/130 apartment buildings have been allocated land and granted certificates. The results of apartment building construction on the ground show that there are currently 59 apartment buildings, with 6,057 apartments of 37 real estate business projects in the province that have been completed and put into use; of which 5,631 apartments have been transferred, reaching a rate of 92.9%. The results of granting certificates of ownership have been granted to 2,653/5,631 transferred apartments, reaching 47.11%.

At the meeting, members of the Provincial People's Council's monitoring delegation pointed out many shortcomings and limitations related to land allocation and granting of land use right certificates for housing projects. Summarizing the projects that have been allocated land in whole, in part and not yet allocated land, Vice Chairman of the Provincial People's Council Hoang Viet Duong requested the Department of Natural Resources and Environment to clarify the land allocation process and the difficulties and shortcomings that have arisen; the causes and recommendations for changes.
Regarding projects that have been assigned land but have not fulfilled financial obligations, Head of the Culture and Social Affairs Committee of the Provincial People's Council Ho Phuc Hop said that, in addition to the responsibility of investors, there is also the responsibility of state agencies that have not been resolute and have not had positive solutions. In practice, there are investors who only fulfill financial obligations after collecting money from the transferor; even after collecting money from the people, they do not fulfill financial obligations and instead keep the capital.

Regarding the construction ratio compared to the allocated land area in urban projects, adjacent villas only reached 18.8% and 45.4% of apartment projects, Mr. Le Van Ngoc - Vice Chairman of the City People's Council, said that this issue raises land management, causing waste of land resources and project owners holding land. Regarding the issuance of land use right certificates to investors when qualified, it is implemented quickly.
However, according to Mr. Ngoc, the granting of land use right certificates to transferees under the authority of local authorities is still slow and low, because it depends on the investor and the transferee.
Therefore, the responsibility of the Department in the coming time is to inspect and examine the Department's specialized fields to remove obstacles; at the same time, proactively advise on mechanisms and policies to speed up the issuance of certificates.
At the meeting, Director of the Department of Natural Resources and Environment Vo Duy Viet explained and clarified many issues related to the low rate of granting certificates of ownership of apartment buildings and certificates of land use rights attached to assets in urban areas and adjacent villas; environmental impact assessment after project adjustment; land allocation process and responsibilities of sectors and levels... Mr. Vo Duy Viet also recommended transparency in price appraisal; improving the appraisal of investment capacity of investors...
Concluding the meeting, Chairman of the Provincial People's Council Nguyen Xuan Son highly appreciated the sense of responsibility and the positivity of the Department of Natural Resources and Environment in the past time in the work of land allocation and granting of certificates of land use for housing projects. At the same time, he requested the Department to pay attention to managing well the planning and land use plans for projects, especially paying attention to projects with multiple planning adjustments. Have mechanisms and solutions to urge the implementation of financial obligations and price adjustments for projects. Pay attention to implementing land allocation and land auctions in profitable locations. Review and recommend the withdrawal of long-term projects.
Chairman of the Provincial People's Council Nguyen Xuan Son also requested the Department to find solutions to remove difficulties and obstacles to speed up the progress of granting certificates for projects and transferees. Focus on inspection, examination and handling of violations./.
