Nghe An proposes the Government to provide an additional 800 billion VND to resolve the regime for meritorious people.
(Baonghean.vn) - Accordingly, this funding source is to pay bonuses to policy beneficiaries who have received Certificates of Merit and to build houses.
Nghe An proposed that the Central Government balance and provide the province with an additional 100 billion VND to pay bonuses to 3,119 subjects who have received Certificates of Merit from the Prime Minister and 83,503 subjects who have received Certificates of Merit from the Chairman of the People's Committee (under the authorization of the Prime Minister) for their achievements in participating in the resistance wars.

The province also proposed that the Government pay attention and support more than 738 billion VND to provide for 25,828 subjects eligible for housing improvement support for people with revolutionary contributions according to Decision No. 22/2013 of the Prime Minister (Decision 22).
In total, in Nghe An, the number of meritorious people in need of support for housing improvement is 26,846, of which 13,748 are building new houses and 13,098 are repairing houses. As of April 30, 2016, Nghe An has supported 1,080 people equivalent to 34.8 billion VND.
At the recent working session of Politburo member, Deputy Prime Minister Truong Hoa Binh with the leaders of Nghe An province, Deputy Minister of Finance Tran Xuan Ha said that regarding the province's proposal to provide an additional 100 billion VND for those who have received Certificates of Merit, the Ministry of Finance has joined with the Government Office to report to the Prime Minister to issue a new Decision related to this content.
This decision has two basic contents: the level of benefits and the source of funding. For the level of commendation by the Prime Minister, ministries and central agencies, funding will be guaranteed by the central budget.
“For those commended by the province, the local budget will be guaranteed. However, there is a regulation that for provinces that still receive budget subsidies, such as Nghe An province, the central budget will support 100% of this source. After the Prime Minister's decision, we will coordinate with ministries and branches to arrange funding to promptly resolve this issue,” said Deputy Minister Tran Xuan Ha.

Regarding the housing support budget for meritorious people according to Decision 22, the Government leaders previously directed ministries, directly the Ministry of Labor, Invalids and Social Affairs, to coordinate with provinces to review the data. On that basis, the Deputy Minister of Finance requested the provinces to report to the Ministry of Labor, Invalids and Social Affairs for review because this ministry is the unit that appraises the subjects.
“The 2016 budget has not yet allocated this amount. We have a written report to the Prime Minister to allow for balancing in the 2016-2020 medium-term public investment plan and gradually resolve it from 2017. This is a source of capital for basic construction due to support for building and repairing houses for people with meritorious services,” said Deputy Minister Tran Xuan Ha.
