On the afternoon of May 19, the National Assembly Delegation of Nghe An province had a working session with the Provincial People's Committee before the 9th session of the 14th National Assembly. Focus on performing the "dual" task
At the meeting, the Provincial People's Committee reported to the Provincial National Assembly Delegation on the socio-economic situation in the province in the first 5 months of the year, key tasks and solutions in the coming time; and a number of recommendations and proposals of the province to the National Assembly.
In the first 5 months of the year, all levels and sectors in the province focused on leading and directing the implementation of the "dual" task of both preventing the Covid-19 epidemic and promoting production and business.
The 2020 spring rice yield in the province increased compared to last year, reaching more than 6.7 tons/ha and currently, localities are actively directing the summer-autumn crop. The planted forest area and total aquatic product output in the first 5 months of the year both increased compared to the same period.
The new rural construction program is being focused on and directed strongly in localities, especially 36 communes and 2 districts registered to reach the finish line in 2020.

Proposing 13 groups of issues to the National Assembly
From the practical management, at the meeting, the leaders of some departments, branches and sectors proposed that the Provincial National Assembly Delegation forward to the National Assembly and the Government 13 groups of issues related to finance - budget; traffic - transportation; natural resources - environment; tourism; justice; health; education - training; criteria for building new rural areas; policies for ethnic minority areas...
Comrade Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee highly appreciated the attention of the Provincial National Assembly Delegation in recent times, accompanying Nghe An province in transferring the recommendations of the Provincial People's Committee as well as voters' opinions to the National Assembly and the Government for consideration and resolution.
Based on the analysis of the actual situation, comrade Le Hong Vinh proposed that the Provincial National Assembly Delegation submit to the National Assembly and the Government a mechanism to stimulate public investment to promote development; a mechanism to support "post" Covid-19 for accommodation service businesses in the form of tax exemption or reduction within one year, because in reality, many accommodation establishments have not yet resumed business.

In addition, the People's Committee of Nghe An province proposed that the Government should consider revising some criteria on building new rural areas to ensure practicality and sustainable development such as rural roads, irrigation, criteria for cultural houses in villages, hamlets, and villages, and electricity for daily life, etc.
Regarding the streamlining of staff and autonomy for public service units, the Standing Vice Chairman of the Provincial People's Committee said that currently, communes, wards and towns in the province must simultaneously streamline staff according to Decree No. 34/2019/ND-CP and bring regular police to the communes, so the surplus staff is 694 people. He proposed that the National Assembly and the Government have a mechanism to resolve this surplus of grassroots cadres.
On the other hand, the implementation of streamlining the payroll according to the "2 out, 1 in" mechanism is creating problems for some fields and specialties.

Speaking at the meeting, Comrade Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation affirmed that he would fully accept the recommendations and proposals of the Provincial People's Committee and departments, branches and sectors; on that basis, classify and recommend the National Assembly to study, amend and supplement the law for issues related to sub-law documents; recommend the Central Ministries and branches to handle issues related to sub-law documents.

In addition to the general summary document sent to the National Assembly, in each field, the Provincial National Assembly Delegation will also have separate documents recommending to relevant ministries and branches; at the same time, monitor the handling and send responses to the province and departments and branches.
The representative of the Provincial National Assembly Delegation also requested the Provincial People's Committee to direct departments, branches and sectors to assign cadres and experts to participate in meeting voters with National Assembly deputies to both directly explain and continue to advise unit leaders to promptly handle voters' petitions, avoiding the same content being petitioned by voters many times.
