Proposing the Central Government to authorize some contents to the province
According to the affirmation of the departments, branches, Law QplanningIn 2017, the abolition of sectoral, sectoral and district-level planning and integration into a common provincial planning was a correct policy; overcoming the situation where each sector planned its own sector or field, which did not ensure overall development, and even overlapped and contradicted each other. At the district level, it also led to a situation of "separatism" in development, not creating connections and promoting regional development.
Implementing the 2017 Planning Law and Decision No. 1179/QD-TTg dated August 4, 2020 of the Prime Minister approving the task of developing the Planning of Nghe An province for the period 2021-2030, with a vision to 2050, the Provincial Party Committee and Provincial People's Committee have focused on directing.
The Provincial Party Committee identified the establishment of the Provincial Planning as the first key task in the Action Program to implement the Resolution of the 19th Provincial Party Congress.

The Provincial People's Committee established the Provincial Planning Council.Nghe An, and at the same time issued many directive documents. Departments and branches focused on coordinating with consulting units and localities to develop the Provincial Planning Orientation Framework, focusing on building growth scenarios; identifying breakthroughs, development pillars and development directions for important sectors and fields of the province; spatial, urban and land use development plans..., as a basis for developing the provincial planning.
In parallel with the process of building the Orientation Framework, the consulting unit also coordinated with provincial departments, branches and district units to complete and integrate 49 contents into the Provincial Planning synthesis report.
It is expected to complete the relevant documents and procedures to submit to the Provincial People's Council for approval and submit to the Prime Minister for approval of the Nghe An Provincial Planning in the second quarter of 2022.

At the meeting, leaders of some departments and branches also raised some difficulties when the national master plan, national sectoral plan, and regional plan have not been approved, affecting the establishment of provincial planning related to orientation, goals, and arrangement of development space in the province.
On the other hand, this is a new task, so during the implementation process, the sectors, district-level units and consulting units had some confusion, affecting the progress.
Some sectors also recommended that after the provincial planning is approved, the Central Government should study and supplement the policy of authorizing the provincial level to adjust some contents in the provincial planning without changing the socio-economic development goals of the province, such as transportation network; electricity and telecommunications supply; irrigation and water supply network; waste treatment; social infrastructure: trade centers, fairs, exhibitions...

Ensure planning progress and quality
Based on direct supervision in localities, at the meeting, members of the monitoring delegation also raised some concerns and requested clarification from departments and branches. Such as regarding the quality of planning when the consulting unit only collected information and corrected data from departments, branches and localities without organizing field surveys and working directly with localities.
In some places, there are still some shortcomings, and there is no consistency or unity between construction planning and land use planning.
In urban planning, new rural planning, the coverage rate of detailed planning and zoning planning on the general planning area is still low. Difficulties in arranging funding sources for survey and planning, especially at the district level.
A member also suggested some solutions to ensure the acceleration of progress and quality of provincial planning and the sectors, fields, and localities integrated into provincial planning.

Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation acknowledged the active and proactive participation of departments and branches in implementing the provincial planning.
However, the 2017 Planning Law has many new points, so we recommend that the Department of Planning and Investment and other sectors pay attention to training, updating, and providing professional guidance to the team.
At the same time, continue to follow the Central Ministries and branches to ensure that provincial planning and integrated contents are consistent with higher planning and coordinate with district-level units in developing sectoral and field planning related to territories and administrative units.

During the planning process, we pay attention to collecting opinions from the community, industry and field experts, and criticism from scientists, ensuring that the planning has vision and feasibility. At the same time, we pay attention to organizing architectural design competitions for important areas, highlights for urban areas, especially Vinh city.
Emphasizing that one of the goals of planning is to serve management, therefore, in the issue of attracting business sponsorship in planning work, it is necessary to closely evaluate and ensure the harmony of interests between the State and businesses.
