Nghe An proposes to the National Assembly delegation to prevent flooding on both sides of the North-South expressway
(Baonghean.vn) - The recommendations were raised at a working session with comrade Nguyen Duc Kien - Deputy Chairman of the National Assembly's Economic Committee and the working delegation on the implementation status of the North-South expressway project through Nghe An and Ha Tinh on the afternoon of September 3.
Also attending the meeting were comrade Nguyen Nhat - Deputy Minister of Transport, Duong Tat Thang - Vice Chairman of Ha Tinh Provincial People's Committee. On the side of Nghe An province, there was comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee.

The North-South Expressway project through Nghe An is about 87.84 km long, including 2 sub-projects: Nghi Son - Dien Chau section and Dien Chau - Bai Vot section. There are about 697 resettled households, the land acquisition cost is 2,191 billion VND (of which Nghi Son - Dien Chau section is 1,033 billion VND, Dien Chau - Bai Vot section is 1,088 billion VND).
The Nghi Son - Dien Chau sub-project has a total investment of VND8,383 billion, of which the state capital is about VND2,550 billion and the investor capital is VND5,830 billion. The Dien Chau - Bai Vot sub-project has a total investment of VND13,338 billion, of which the state capital is about VND8,077 billion and the investor capital is about VND5,261 billion.

According to the report of Nghe An Provincial People's Committee, the Provincial People's Committee has established a Steering Committee and a Steering Committee Support Team. The Provincial People's Committee requests localities to deploy the site clearance work for the North-South Expressway project, review the number of resettled households and organizations affected by the project, request localities to strictly manage site clearance piles; speed up the work of extracting, measuring, selecting and approving resettlement locations; count and establish a site clearance compensation plan, use site clearance compensation funds effectively and for the required purposes.
Nghe An strives to hand over all agricultural land in the first quarter of 2020, and resettlement land in the beginning of the second quarter of 2020.
At the meeting, Nghe An Provincial People's Committee requested the Ministry of Transport to consider adding a southern access road to the QL7B overpass at Km424+835, adding an underpass across the highway at the QL7B overpass in Dien Dong commune, the QL48 overpass in Dien Yen and Dien Chau communes to facilitate people's travel and production, adding some civil works, having a plan to prevent local flooding for people on both sides of the highway, having a suitable underpass, and directing Project Management Board 6 to soon select an investor to implement the project.

Concluding the meeting, Comrade Nguyen Duc Kien - Deputy Chairman of the National Assembly Economic Committee highly appreciated the efforts of the localities, drastic, synchronous and quick implementation, timely resolution of people's recommendations, good coordination with the Ministry and Project Management Board 6 in project implementation.
He said that the North-South Expressway project is a national key project, the National Assembly has approved 55,000 billion VND for the project, and requested that localities disburse all allocated capital within the year. Regarding techniques, avoid the situation of too many artificial dykes, avoid local flooding for people on both sides, and facilitate people's travel. Comrade Nguyen Duc Kien also requested that localities comply with the province's planning.
He suggested that localities strive to start construction of this route on May 1, 2020 so that when completed, it will create a breakthrough in road traffic in the North Central provinces and the Red River Delta.
Regarding the proposal to clear the power and telecommunications lines on the route, the Ministry of Transport has also worked with Vietnam Electricity and other units to allow the units to relocate early.

Preparing to hold a meeting with residents, announcing compensation policy for land clearance of the North-South expressway
