Nghe An: Resolutely handle party members who are no longer qualified
(Baonghean) - Party members who are no longer qualified according to the Party Charter will have their names removed from the list of Party members. This further demonstrates the determination of Party organizations at all levels to implement Directive No. 28-CT/TW dated January 21, 2019 of the Central Party Secretariat.
Resolute screening
In fact, the screening of party members' quality is conducted regularly and continuously by party organizations according to the Party Charter and regulations of the Central Committee. Thereby, it has removed unqualified party members from the Party, contributing to improving the quality of party members, leadership capacity, and fighting strength of party organizations; building a clean and strong party, and consolidating people's trust in the Party.
Article 8 of the Party Charter stipulates: Party members who miss Party cell activities or do not pay Party dues for 3 months in a year without a valid reason; Party members who have lost their will to strive, do not perform Party member duties, have been educated by the Party cell but do not make progress, the Party cell shall consider and propose to the competent authority to remove their names from the Party member list.

To continue improving the quality of Party members and strictly implementing the Party Charter, the Secretariat issued Directive No. 28-CT/TW dated January 21, 2019 "on improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party". On that basis, the Standing Committee of Nghe An Provincial Party Committee issued Plan No. 187 - KH/TU (dated April 8, 2019) for implementation to districts, cities, town Party Committees, and affiliated Party Committees, focusing on 4 groups of tasks and solutions, including: rectifying and improving the quality of Party member development work; strengthening Party member education and management; strictly implementing Party activity transfer procedures; reviewing and screening Party members, resolutely and promptly removing unqualified Party members from the Party.
The Provincial Party Committee's Organizing Committee has issued Instruction No. 42 - HD/BTCTU (dated May 17) for specific implementation at the grassroots level. According to comrade Ho Dang Tai - Deputy Head of the Provincial Party Committee's Organizing Committee, in the process of implementing Directive 28, the Provincial Party Committee's Organizing Committee, district, city and town Party Committees actively urged party committees at all levels to resolutely screen party members, avoid favoritism and avoidance; thereby improving the quality of grassroots party organizations.
Since implementing Directive 28-CT/TW, in 2019, Party organizations at all levels in the province have reviewed, screened, decided to expel, and removed names from the Party organization of 883 people, of whom 228 were probationary Party members (75 people were expelled). At the same time, 91 people who applied to leave the Party were approved. Comrade Nguyen Hien Thuong - expert of the Provincial Party Committee's Organization Board said that the review and screening of Party members in 2019 was conducted regularly by Party organizations and periodically reported to the Provincial Party Committee twice in June and December.
In the first two months of 2020, along with organizing Party congresses at the grassroots level, Party organizations in the province continued to review the quality of Party members and propose removing from the Party those who are no longer qualified.

According to regulations, the screening of party members is linked to the regular and continuous monitoring and training of party members by the Party cell. However, in many places, this work is not timely, not drastic, and is still confused and accommodating. Therefore, there are party members who have, in fact, long been unqualified but have not been proposed by the higher-level Party Committee to be removed from the Party organization.
Typically, in the Con Cuong District Party Committee, when implementing Directive 28, in 2019, 18 people were removed from the Party membership list; 2 people were decided to leave the Party and 1 person was expelled. Among them, there were a number of Party members who violated Article 8 - Party Charter, voluntarily stopped participating in Party activities, and did not pay Party fees since May 2014. According to the report of the grassroots Party cell, they were "educated many times but did not make progress"; however, the fact that Party members did not pay Party fees for 3 consecutive months was proposed to be removed from the Party organization, yet there were Party members who did not pay Party fees for the past 5 years that had not been reviewed. Obviously, this was due to a lack of supervision and inspection by the Party cell and the grassroots Party Committee.

According to comrade Dang Van Than - Deputy Head of the Organization Board of Con Cuong District Party Committee, the above reality reflects the laxity of Party cells in supervising Party members as well as the failure to properly implement the reporting regime to higher-level Party Committees. On that basis, in the review process according to Directive 28, Con Cuong District Party Committee continued to discover that in 2 Party cells under Yen Khe Commune Party Committee, there were 3 Party members who did not participate in Party activities and did not pay Party fees for many years without valid reasons. Therefore, in early 2020 (January 22, 2020), Con Cuong District Party Committee issued decisions to remove the names of 3 Party members. Through the implementation of Directive 28, the District Party Committee has criticized and learned from relevant Party Committees, while strengthening the direction to improve the quality of Party members, screening unqualified people out of the Party organization.
At the Vinh City Party Committee, from January 2019 to February 2020, in accordance with Directive 28, 86 people who were no longer qualified as party members were reviewed and expelled from the party (of which 52 were removed from the party membership list; 34 were expelled from the party). Through analysis, the above cases are concentrated in 3 groups, namely: Violating Article 8 of the Party Charter; party members who did not properly implement the regime of transferring party activities or transferred party activities but did not submit documents to the competent party organization; and many probationary party members who were not eligible to officially transfer to the party.
During the discussion, comrade Ho Dang Tai - Deputy Head of the Provincial Party Committee's Organization Board added: Implementing Directive No. 28-CT/TW dated January 21, 2019 of the Central Party Secretariat is considered an important professional activity for Party committees and organizations at all levels. Strengthening the review and screening of Party members contributes to actively improving the quality of Party members, enhancing the leadership capacity and fighting strength of Party organizations. Thereby, thoroughly overcoming the situation of leniency, deference, and avoidance in the work of evaluating and classifying Party members and reviewing, screening, and removing unqualified Party members from the Party, contributing to affirming the people's trust in the Party.
