The Department of Education and Training presides over the examination cluster and coordinates with schools to organize the printing of exam papers, invigilation, grading, announcement of exam results, review, recognition of high school graduation, and reporting of exam results and results of recognition of high school graduation to the Ministry of Education and Training according to regulations.
There are 63 national high school exam clusters in 2018 nationwide. In which, cluster 1 in Hanoi has 10 participating schools, including Hanoi National University, Hanoi University of Science and Technology, Hanoi University, Vietnam - Hung Yen University of Industry, University of Forestry, Hanoi Medical University, Academy of Traditional Medicine, Hanoi University of Textile Industry, Hanoi University of Industry; Military Technical Academy.
Exam cluster No. 2 in Ho Chi Minh City has 7 units coordinating to organize the exam, including the following schools: Ho Chi Minh City National University, Ho Chi Minh City University of Medicine and Pharmacy, Nguyen Tat Thanh University, Hoa Sen University, Hong Bang International University, Van Hien University and Pham Ngoc Thach University of Medicine.
Exam cluster No. 28 in Nghe An province has 8 coordinating units including: Vinh University, Vinh Technical Pedagogical University, Vinh Medical University, Vinh Industrial University, Thang Long University, Trade Union University, National Academy of Public Administration and Nghe An Pedagogical College.
Many exam clusters have host units and coordinating units both in the home province, such as exam cluster No. 59 in Tra Vinh, hosted by the Department of Education and Training of Tra Vinh; the coordinating unit is also Tra Vinh University; exam cluster No. 55 in Can Tho City, hosted by the Department of Education and Training of Can Tho, and coordinating units are Can Tho University and Can Tho College; exam cluster No. 47 in Binh Duong province, hosted by the Department of Education and Training of Binh Duong, and coordinating units are Thu Dau Mot University and Binh Duong University.
In addition, examination cluster No. 41 in Dak Nong has only 2 units coordinating the organization of the exam: Dak Nong Department of Education and Training and Ho Chi Minh City University of Transport.
