Nghe An prosecutes 3 "land brokers" for the first time

The three "land brokers" who have just been prosecuted by Nam Dan District Police include: Tran Ngoc Chung (born in 1993, residing in Vinh Tan Ward, Vinh City); Nguyen Quoc Huy (born in 1996, residing in Dong Vinh Ward, Vinh City) and Hoang Kieu Vinh (born in 1982, residing in Nghi Truong Commune, Nghi Loc District).

Recently, land use rights auctions in Nghe An province have had many shortcomings and limitations. At some auctions, many "auction brokers" have been rampant, colluding, lowering prices or raising prices, distorting auction results. Many subjects have even blatantly used force to threaten people if they do not agree to participate in negotiations.

The above situation has caused loss of local security and order, loss of state budget resources, and affected the rights of auction participants... Due to sophisticated methods and tricks of operation, the above acts of "land brokers" have not been caught red-handed and criminally prosecuted by the authorities.

Colonel Cao Tien Mai - Head of Nam Dan District Police said that because the groups operate professionally, assigning tasks to specific individuals (the person submitting the application, the person negotiating, the person receiving the money, etc.) it is very difficult for the investigation.

Therefore, the police must work hard to research, monitor, and grasp the situation to find out the rules, methods, and tricks of their operations to catch them red-handed.

Through monitoring land auctions in Nam Dan district, the police force discovered many gangs and strange individuals lurking around with many suspicious signs. They used many different methods to both solicit negotiations and put pressure and threaten people for the purpose of illegal profiteering. The above situation caused many people who wanted to buy land to leave in anger and indignation.

Faced with that situation, Nam Dan District Police established Project 918DG with the determination to destroy this group of "land brokers".

On September 9, 2018, at the headquarters of the People's Committee of Nam Giang commune, Nam Dan district and the Property Auction Service Center of the Department of Justice, an auction of the right to use 57 residential land lots in Nam Giang commune with a total area of ​​10,811.72 m2, with a total starting price of 14,428,780,000 VND was held.

At the auction, the police discovered that there were more than 100 participants, including many subjects and gangs that had regularly operated at previous land auctions. Believing that this was a ripe opportunity to arrest these subjects, the Nam Dan District Police planned to crack the case.

At nearly 5 p.m. the same day, when Tran Ngoc Chung and Nguyen Quoc Huy were receiving 110 million VND from land auction participants after colluding to lower the price, the police raided and caught them red-handed.

Another police team executed an emergency arrest warrant for Hoang Kieu Vinh. Through collecting documents and evidence, the Investigation Committee determined that Vinh had colluded with other subjects to lower the price of land lot number 18, illegally profiting 190 million VND.

Nam Dan District Police are continuing to investigate and expand the case.

The police agency recommends that people participating in land auctions absolutely must not participate in negotiations with social subjects. If there are subjects who entice and threaten them, they must immediately report to the authorities.
