On October 11, the People's Committee of Nghe An province issued a document on receiving passengers on domestic commercial flights to Vinh International Airport.
Accordingly, regarding the general guidance and prevention of COVID-19 at Vinh International Airport, the Provincial People's Committee assigned the Department of Health to preside over and coordinate with the Airport to establish a working group to guide and compile a list of citizens in each district, city, and town. Passengers are required to declare their health (check rapid testing, vaccination), check their health (measure temperature, health status), test when having suspected symptoms and sign a commitment to perform medical isolation according to regulations. Contact the District People's Committee to provide a list of citizens residing and staying in the locality for management according to regulations on COVID-19 prevention and control.

Regarding passenger transportation from Vinh airport to localities, Nghe An Provincial People's Committee only allows passengers to travel by taxi companies that ensure epidemic prevention and control conditions according to the instructions of the Department of Transport and register to operate at the airport for transportation, ensuring 1 route, 2 destinations. In case of experts, business guests coming to work at factories, enterprises, going to other provinces and having a car to pick them up, they must register and get the consent of Vinh Airport.
For passengers who are citizens residing in districts, cities, and towns, the Provincial People's Committee assigned the District People's Committee to clearly grasp the list of citizens sent by the working group of the Department of Health at Vinh airport, contact citizens to guide home quarantine, and control citizens to quarantine at home according to epidemic prevention regulations.
For passengers who are citizens of other provinces, the working group of the Department of Health will contact the Department of Health of the provinces to provide a list of citizens for guidance and medical management according to regulations.
For citizens coming to work or temporarily staying in Nghe An, the working group of the Department of Health requires passengers to declare the location of the hotel, motel, the locality where they plan to stay, and the duration of their temporary stay in Nghe An; provide instructions on implementing regulations on COVID-19 prevention and control and require passengers to sign a commitment to strictly comply; send a list of passengers to the People's Committee at the district level for direction and control.
In addition, the Provincial People's Committee also assigned Vinh International Airport to develop plans and plans to pick up and drop off passengers entering and leaving the airport to ensure aviation safety, aviation security, fire and explosion prevention, environmental protection and regulations on COVID-19 prevention and control; Closely coordinate with the Department of Health to establish a working group and implement passenger control; In case of detecting aviation staff or passengers showing signs of fever, cough, difficulty breathing, fatigue, they must be isolated and immediately notified to the local health authority for handling; arrange temporary isolation rooms or areas, ensuring ventilation; Arrange a location for the working group to work and control passengers arriving at Vinh Airport; Control vehicles to ensure conditions according to the instructions of the Department of Transport when entering and leaving Vinh Airport to pick up and drop off passengers.
Assign the Northern Regional Airport Authority in Nghe An to assign a focal point officer to provide a list of passengers on each flight to the Epidemic Prevention and Control Working Group at Vinh Airport; Issue a document requesting Tan Son Nhat International Airport and airlines to strictly implement the Temporary Regulations on deploying regular domestic passenger flights to ensure safe, flexible adaptation and effective control of the COVID-19 epidemic issued together with Decision No. 1776/QD-BGTVT dated October 8, 2021 of the Ministry of Transport, paying special attention to passenger conditions when boarding the plane.
The Department of Transport shall issue a document instructing and directing taxi companies to strictly implement the conditions for transporting passengers/citizens from Vinh Airport. Vehicles must be equipped with a closed partition separating the passenger compartment from the driver's compartment. The vehicle is only allowed to carry passengers sitting in the back, and is not allowed to allow passengers to sit in the same compartment as the driver. Drivers must comply with the "one departure, one destination" itinerary regulations, must not stop to eat or drink, or come into contact with people along the way. After each trip, the vehicle must be disinfected.
Assign the Department of Health to preside over and coordinate with Vinh International Airport and relevant units to establish a Working Group at Vinh International Airport to implement the contents mentioned in the above sections; Based on current regulations of the National Steering Committee for COVID-19 Prevention and Control, the Ministry of Health and the Ministry of Transport in Decision No. 1776/QD-BGTVT dated October 8, 2021, advise the Provincial COVID-19 Prevention and Control Command Center to issue a document regulating (or the Department of Health to issue a document guiding) the work of COVID-19 prevention and control for passengers/citizens returning to/arriving in Nghe An by air so that the Working Group can guide and distribute instruction leaflets to each citizen when passing through the airport and guide localities, departments and branches to implement; Issue a Commitment Letter to request passengers/citizens to sign a commitment.

Department of Tourism: Has a document directing hotels and motels in the province to implement the following contents: When receiving guests traveling by air for accommodation, they must request a clear declaration of the destination and means of transportation to identify and classify guests, request passengers to strictly implement measures to prevent and control the COVID-19 epidemic, limit contact with staff; Strictly implement regulations and instructions of the health sector and district-level People's Committees on preventing and controlling the COVID-19 epidemic.
Assign the People's Committees of districts, cities and towns to send representatives to contact the Working Group of the Department of Health to regularly receive information about citizens/air passengers returning to reside/stay in the locality; Timely contact citizens to guide and control medical quarantine according to the regulations of the Provincial COVID-19 Prevention and Control Command Center and the instructions of the Department of Health. Have documents guiding and regulating COVID-19 prevention and control for hotels, motels, restaurants, factories and service establishments in the area.
