Nghe An: Worried about wasting land when small projects are implemented under the BT form

The Economic-Budget Committee of the Provincial People's Council has reviewed the report on the implementation of the 2017 budget estimate, the 2018 budget allocation plan, and the 3-year financial-budget plan (2018-2020).
Accordingly, the total budget revenue in the province in 2017 is estimated to reach more than 12,030 billion VND, reaching 103.8% of the estimate assigned by the Provincial People's Council, up 9.3% over the same period in 2016.
In 2018, Nghe An strives to achieve a total budget revenue of more than 12,690 billion VND; an increase of 700 billion compared to the level assigned by the Ministry of Finance, an increase of more than 1,100 billion VND compared to the estimate assigned by the Provincial People's Council in 2017.

In addition to recognizing the efforts of the financial sector, the audit members also raised concerns about some domestic revenue items that did not meet the estimate, including revenue from centrally managed enterprises; revenue from the non-state industrial, commercial and service sector; registration fee collection; and lottery revenue.
Vice Chairman of the Provincial People's Council Hoang Viet Duong suggested that it is necessary to deeply analyze and clarify the reasons for unsatisfactory revenue; at the same time, clearly explain the overspending items, especially development investment expenses.
To ensure achieving and exceeding the budget revenue estimate in 2018, comrade Hoang Viet Duong noted that the financial sector needs to have drastic solutions to collect debts, especially land debts from urban projects and other tax debts.

Alarmed by the "trend" of many projects being implemented in many localities in the form of BT, exchanging land for projects, some opinions suggested that the Provincial People's Committee should pay attention to control, avoid wasting land funds and only prioritize BT implementation for projects that are driving forces and have great influence on the overall development. |
Some opinions also forecast that some revenue sources will face difficulties in 2018 and suggest that the financial sector, in addition to focusing on solutions to increase revenue, needs to strengthen control and save expenses.
Pointing out a series of shortcomings and limitations due to limited spending sources in recent years, Mr. Dang Quang Hong - Deputy Head of the Economic - Budget Committee, Provincial People's Council requested the Department of Finance to pay attention to arranging to ensure some spending items in 2018.
These are counterpart funds for urgent projects, implementation of the national target program on poverty reduction, support for housing construction for people with meritorious services; funds for surveying and mapping administrative boundaries; funds for rewards and avoiding reward debts; funds for education, etc.

Concluding this content, Head of the Economic - Budget Committee of the Provincial People's Council Le Hong Vinh requested the Department of Finance to fully absorb the opinions of the Committee members for appropriate adjustments.
Giving some practical examples, the head of the Economic - Budget Committee also requested the Department of Finance to rebalance some expenditures such as: increasing expenditures for health care is inappropriate because there are 7 autonomous health facilities and they are continuing to direct some autonomous facilities in the coming time; at the same time, re-evaluate some organizations that use large budgets but have low operational efficiency; pay attention to arranging counterpart resources to carry out some socio-economic tasks in the province...
Also this morning, the Economic - Budget Committee reviewed the draft resolution approving the state budget revenue and local budget expenditure estimates and the local budget allocation plan for 2018; the draft resolution on adjusting the local budget settlement for 2015; and the draft resolution approving the state budget revenue and local budget expenditure settlement for 2016.
