Nghe An: Model of monthly allowance payment for party members aged 50 or older

In June 2018, Party member Vu Thi Nha, who works at Party Cell 9, Quynh Xuan Ward Party Committee, turned 50 years old in the Party and received the Party Badge. In recognition of her contributions, from the time she received the 50-year Party Badge, she received an allowance of 180,000 VND/month from the Party fund of the Ward Party Committee.

Born and raised in Quynh Xuan, growing up during the period of bombs and bullets falling on the country, the young girl Vu Thi Nha enthusiastically participated in local activities and was honored to join the Party in April 1968. After getting married, her husband joined the army, the young female party member also volunteered to work as a civilian laborer on the front line during the fierce war years (1971 - 1972). Returning to her locality, she continued to contribute to women's activities at the grassroots level until 1986 when she retired.

Family life is still full of worries, so when receiving the 50-year Party badge, comrade Nha was extremely honored and proud. That joy was multiplied when she was one of the party members of Quynh Xuan ward who received a monthly allowance from the Party fund of the Party Committee. "Receiving the allowance from the Party Committee, I was very respectful, touched and excited. It was the recognition and honor of the comrades and also the pride of my children and grandchildren" - Mrs. Nha emotionally shared.

Talking about this very meaningful action, comrade Nguyen Dinh Nhiem - Secretary of Party Cell 9, Quynh Xuan Ward Party Committee said that the Party members in the cell unanimously supported the implementation. Thereby, the masses and people saw the sincere comradely feelings of Party members, enhancing the prestige and role of each Party member and the Party organization at the grassroots level. Since the implementation of the Project to build a Party fund and allowances for Party members with the 50-year Party badge or more who are not entitled to the regime in 2011, up to now, 3 Party members of the Ward Party Committee have received support and it is expected that in 2019, there will be 2 more Party members and in 2020, there will be 5 more Party members who are eligible to receive support...

"IMPRESSIONS ON IDEOLOGICAL WORK"

This is the sharing of comrade Cao Xuan Thang - Secretary of the Quynh Xuan Ward Party Committee when talking about the Project to build a Party fund and allowances for party members with the badge of 50 years of Party membership or more who do not enjoy the regime. According to comrade Thang, in 2011, based on the practical situation of the locality, through the review, there were many party members who did not receive any regime, the Party Committee discussed and received high consensus and agreement on the necessity of forming a Party fund to support party members who do not have a regime. Based on the Resolution of the Party Committee, at the beginning of the year, each party member in the Party Committee paid 30,000 VND and completed before February every year, except for party members who are exempted from paying party fees, party members with 50 years of Party membership or more, party members with serious illnesses as proposed by the Party cell and considered and decided by the Standing Committee of the Party Committee.

With that profound humanitarian meaning, the Party fund in Quynh Xuan ward has received regular contributions from party members, some even supporting with millions of dong, such as party member Nguyen Canh Doat who donated 10 million dong. Many other individuals and organizations have recognized the significance of this work and also joined hands to contribute to the Party fund. The fund is deposited at the People's Credit Fund of the ward, managed by a working group established with members being the Standing Deputy Secretary of the Party Committee and staff of the Commune Party Committee Office. Up to now, the Party fund balance of Quynh Xuan ward has reached over 100 million dong and is periodically disclosed and transparent.

From the above fund, party members aged 50 years or older are entitled to a party fund allowance of 180,000 VND, received on the 25th of each month and receive a social insurance card (if they do not have a card yet). In case a party member without a policy and under 50 years of party membership passes away, they will be granted a visitation fund equal to the amount of the party member's fund contribution.

“This policy has a profound humane character in the Party, demonstrating the sharing of comradely and teammate sentiments to acknowledge the contributions of cadres and party members who have devoted their lives to and followed the Party. This is also a very good ideological solution to both motivate cadres and party members to strive, and contribute to strengthening solidarity and consolidating grassroots party organizations to build a strong Party organization,” said Quynh Xuan Ward Party Secretary Cao Xuan Thang.

Comrade Cao Xuan Thang also said that since implementing this policy, ideological work in the entire Party Committee, as well as for the people, has been carried out more effectively. In particular, the masses, the people, and the children of party members' families have felt the sincere and deep affection of party members for each other. Therefore, the leadership role of the grassroots party organization has been enhanced; the number of people who are enlightened, strive, and train to join the Party's ranks has also increased compared to the previous period. In 2017 alone, the ward Party Committee admitted 23 party members, including 2 party members who are Catholics. In the first 6 months of 2018, the ward also admitted 10 party members.

Regarding the model of establishing a fund and paying allowances to party members aged 50 or older, Associate Professor, Dr. Major General Le Van Cuong - former Director of the Institute of Strategy and Science, Ministry of Public Security, assessed that this is a good model, no unit in the country has been able to do it like Quynh Xuan.
