Nghe An: Many outstanding results after 10 years of implementing the Politburo's Regulations on cadre training

(Baonghean.vn) - With the timely and drastic implementation of Regulation No. 164-QD/TW of the Politburo on the training and knowledge updating regime for leaders and managers at all levels; up to now, this work in Nghe An has changed dramatically, achieving many remarkable results.

On February 1, 2013, the Politburo issued Regulation No. 164-QD/TW on training and knowledge updating for leaders and managers at all levels. After the Regulation was issued,Nghe An Provincial Party Committeehas directed and thoroughly informed key officials at provincial and district levels about the purpose, requirements and importance of annual training and updating of knowledge for leaders and managers at all levels in the new situation.

To effectively carry out the task of training cadres, the Standing Committee of Nghe An Provincial Party Committee has issued many documents to lead and direct the implementation of studying, training and fostering political theory for cadres and party members in the province such as:

Regulation No. 4288 - QD/TU, dated July 8, 2013 on training and knowledge updating regime for leaders and managers of Nghe An province (specificating Regulation 164-QD/TW);

Plan No. 94 - KH/TU, dated July 29, 2013 on developing content and implementing training programs and updating knowledge for cadres and party members at all levels in 2013 - 2015;

Action Program No. 32 - CTr/TU, dated August 11, 2014, implementing Resolution No. 32 - NQ/TW, dated May 26, 2014 of the Politburo on continuing to innovate and improve the quality of training and fostering political theory for leaders and managers;

Directive No. 14 - CT/TU, dated August 21, 2017 on strengthening leadership and management of training and fostering of cadres, civil servants and public employees in Nghe An province; Plan No. 81 - KH/TU, dated July 20, 2017 on compulsory political theory training;

Plan No. 43 - KH/TU, dated May 5, 2009 on implementing the Conclusion of the 9th Conference of the 10th Party Central Committee on continuing to promote the implementation of the Cadre Strategy from now until 2020;

Plan No. 225-KH/TU, dated January 30, 2020 on training and fostering cadres, civil servants and public employees of Nghe An province in 2020 and the period 2021 - 2025...

Based on the directions of the Provincial Party Committee Standing Committee, the Standing Committees of the district, city, town Party Committees and affiliated Party Committees have organized and directed the affiliated Party Committees and organizations to thoroughly grasp the regulations on training and updating knowledge for leaders and managers at all levels to cadres and Party members in their units and localities.

District, city, town Party Committees, affiliated Party Committees, Party Executive Committees, Party Delegations and related units assigned with the task of training and fostering cadres have closely followed the directive documents of the Central Committee, the Standing Committee of the Provincial Party Committee, localities and units to specify them in documents (regulations, instructions, plans...) to continue to innovate the training and fostering program system towards improving quality, reducing duration, focusing on efficiency, improving content, teaching methods, research, and studying political theory suitable for each position of cadres and party members. Results:

From 2013 to 2022, the Provincial Party Standing Committee issued plans, directed and organized training for 20,128 leaders and managers at all levels (incumbent and planned), including:

1) Centrally managed cadres (subject 2): There are 10 comrades (including incumbents and planned high-level and strategic-level reserve);

2) Cadres under the management of the Provincial Party Standing Committee (subject 3): There are 841 cadres, including 170 comrades training and updating knowledge for cadres planning to become members of the Provincial Party Executive Committee;

3) Cadres under the management of the district Party Committee Standing Committee, departments and branches (subject 4): There are 19,277 cadres.

In addition, sentbTraining and updating knowledge according to positions organized by the Central: 52 comrades in subject 3 and 652 comrades in subject 4.

The organization of annual training to update new knowledge has timely supplemented and systematically updated new knowledge about Marxism-Leninism, Ho Chi Minh's thought and the contemporary world situation, about leadership and management skills, about the 4th scientific and technological revolution, practical issues arising in leadership and management work, contributing to fostering vision and strategic thinking for leaders and managers at all levels.

Through training, the team of leaders and managers at all levels are improved in their skills (leadership and management skills; skills in drafting resolutions, directives, and conclusions of the Party Committee; handling political and social situations, teamwork skills, etc.), contributing to improving the capacity to effectively apply them to practical work in localities and units, meeting the requirements and title standards for each group of subjects associated with job positions and job titles; both supplementing new knowledge and meeting practical issues arising in each specific period.

The staff sent to attend training courses to update their knowledge always strictly follow the rules and regulations of the class. In particular, there is a connection to exchange and learn from each other's experiences in studying and working; there is a spirit, an attitude of learning, high responsibility in acquiring new knowledge, actively discussing, exchanging, and criticizing...

During the learning process, each staff member is always conscious of researching topics in advance, studying documents, proposing many good contents and solutions to solve situations posed by the lecturer. Many classes have quite lively discussions, with active participation of students in the lesson.

The courses are not just purely one-way reports, but have become a space for multi-dimensional dialogue between lecturers and students, students and students, linking theory with practice, school and life, the situation and tasks of the locality and different agencies and units. At the end of the courses, learners are basically satisfied and apply effectively the knowledge they have been equipped with to their work, especially new problems that arise, difficult situations that need to be handled and resolved.

Thereby, Party committees, Party organizations, agencies and units are increasingly aware of the position and importance of training and fostering political theory for cadres and Party members, especially the training of leaders and managers at all levels to improve all aspects, meeting requirements and tasks. The team of cadres, leaders and managers from the province to the grassroots have paid attention and consciously studied to improve all aspects. Cadres, civil servants and public employees have received basic training, meeting the standards of the positions they are holding.

Coordination of taskstraining and development of staffbetween relevant agencies and units; levels, sectors and localities are increasingly close and effective. The awareness and responsibility of training institutions, teachers and learners are gradually raised; facilities serving teaching and learning are invested in, well meeting the requirements of tasks in the new situation.
