Nghe An strives to have no more extremely difficult households by 2021
(Baonghean.vn) - By 2021, Nghe An will strive to have no more hungry households. Support resources should be given top priority to households in extreme difficulty so that they can access the humane policies of the Party and State as well as of charitable organizations.
On the morning of September 21, the Provincial People's Committee held a meeting of the Organizing Committee for the implementation of sustainable poverty reduction programs to evaluate the implementation of tasks in the first 9 months of the year.
Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee chaired the conference; attending the meeting were Comrade Doan Hong Vu - Member of the Provincial Party Committee, Director of the Department of Labor, Invalids and Social Affairs and members of the steering committee of the Provincial Ethnic Committee, the Provincial Women's Union, the Farmers' Association; relevant departments, branches and sectors.
More than 52 thousand poor and near-poor households have received loans.

In 2020, despite being greatly affected by the Covid-19 pandemic, the sustainable poverty reduction program in the area continued to receive the attention and direction of the Party Committee, the government, the Fatherland Front, departments, branches, socio-political organizations from the province to the grassroots; the participation of the business community, especially creating a spreading effect, consensus and positive response from all classes of people.
Preferential credit capital has helped 52,688 poor households and other policy beneficiaries borrow capital from the Vietnam Bank for Social Policies; 28,706 poor, near-poor, and newly escaped-poverty households have borrowed capital to develop production; attracted and created jobs for 2,115 workers; 170 workers have been sent to work abroad...
Poverty reduction programhas made an important contribution to the implementation of the province's socio-economic development and national defense and security goals; directly affecting the quality of people's lives, strengthening infrastructure, improving rural appearance, and improving cultural and spiritual life. It is estimated that by the end of 2020, the poverty rate in the province will decrease to 3.0%.
There are 1,340 poor households with members who are meritorious people.
However, in the past 9 months there is stillMany households are re-poor and new poor households are emerging.Currently, the whole province still has 1,340 poor households with members who are policy beneficiaries of people with revolutionary contributions. The classification of poverty causes in some localities has not really paid attention, so the development of poverty reduction plans is not close to reality, so the implementation of poverty reduction solutions is not consistent.

Delegates in the Organizing Committee said: In fact, in remote mountainous areas, many poor households stillunable to escape povertybut still proactively apply to escape poverty to give the policy to others; or there are still many areas that have not enjoyed essential facilities according to the National poverty standards, so many households have not really escaped the poverty standards, even though they are not on the list of poor households. "Should there be an assessment of poverty reduction support programs; how effective is the investment capital in poverty reduction programs to have a plan to support the right subjects?" - Ms. Le Thi Huong Giang, representative of the Provincial Women's Union expressed her opinion.
To escape poverty, poor and near-poor households, or those newly escaped from poverty, need to access loans and make use of them. But in reality, many projects to raise black chickens, ducks, crossbred cows, etc. are not really effective. Even through surveys, delegates said that many herds of cows and chickens that poor households receive support for are dying or becoming weak, making the economic development of poor households from these models ineffective.
Need to see what the poor need and how to support to be effective
At the meeting, the Organizing Committee agreed on the key tasks for the last 3 months of 2020, which are: Continue to direct the effective implementation of policies and projects to support poverty reduction, creating conditions for the poor to develop production and increase income; improve the living environment for poor households; build infrastructure; preferential credit for poor households; encourage agriculture, forestry and fishery; support the development of production and trades, vocational training for the poor; health, education and ethnic minority policies. Organize well the investigation and review of poor and near-poor households at the end of 2020.

Concluding the meeting, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee affirmed: Departments, branches, localities, socio-political organizations need to focus on implementing the goal of reducing the poverty rate in the province; Continue to direct and urge the rapid implementation of policies, programs, and projects, especially the progress of disbursement of capital sources to support investment in infrastructure for poor districts and poor communes and support production development, livelihood diversification and replication of poverty reduction models in the area in 2020.
The Vice Chairman of the Provincial People's Committee requested: "We need to review the project programs to see what the poor need and how to support them effectively. The Department of Labor, Invalids and Social Affairs is in charge of reviewing the support work and poverty reduction work over the past 5 years to have the most accurate assessments. At the same time, review poverty reduction models to synthesize and evaluate, which models are effective and need to be replicated, which models are ineffective and should be converted."
"By 2021, we will strive to have no households too poor to suffer. Support resources need to be given top priority to households in extreme difficulty so that they can access the humane policies of the Party and State as well as of charitable organizations," emphasized comrade Bui Dinh Long.
