Nghe An: Promoting the role of commune police in two-level government

After more than 2 months of operating the 2-level government, the police force of 130 communes and wards in Nghe An quickly stabilized its organization, maintained work efficiency, and did not interrupt its tasks. Closely following the locality, handling administrative procedures and preventing and fighting crimes shows that the police at the commune and ward levels have promoted their role, contributing to the effective operation of the government apparatus, creating favorable conditions for people and businesses.

Maintain work efficiency, no interruptions

Right from the first days of operation, Thuan Trung Commune Police (a new commune established from the merger of Minh Son, Lac Son, Nhan Son, Thuan Son, Trung Son and Xuan Son communes of the old Do Luong district) quickly stabilized its organization and synchronously deployed its work activities. In particular, focusing on serving the people and ensuring security and order were identified as two core, continuous tasks.

In addition to effectively handling administrative procedures such as issuing and changing citizen identification cards, installing level 2 electronic identification, vehicle registration, changing party membership cards, etc., the unit always puts crime prevention and control and ensuring security and order first. Major Tran Van Ngoc - Head of Thuan Trung Commune Police said: In order to restore traffic order and discipline right from the grassroots, Thuan Trung Commune Police have organized regular patrols and controls on key routes. From July 1 to now, they have patrolled, detected and handled 32 violations (violating alcohol concentration: 17 cases; not wearing helmets: 10 cases; not having a driver's license: 5 cases).

In particular, the Commune Police focus on preventing young people from gathering to drive motorbikes, causing public disorder, especially at night. For example, on the evening of July 18, the patrol force discovered a group of young people without helmets, without license plates, speeding, and honking, causing chaos. The Commune Police quickly verified and clarified 8 cases of violations, all of whom were between the ages of 15 and 18, residing in Thuan Phu, Trung Son and My Trung hamlets. The violators were strictly handled, and at the same time, they were propagandized, educated about the law and pledged not to re-offend.

Mr. Doan Ngoc Diem - a resident of Hieu Thien hamlet, Thuan Trung commune said: "After the merger into a new commune, the area became larger, so at first people were worried about ensuring security and order. However, in recent times, the commune police force has regularly stayed close to the area, patrolled at night, and promptly handled gatherings and disturbances of public order. Thanks to that, the security and order situation has been maintained, and people feel more secure when living and traveling in the area."

Regarding the handling of individuals spreading false rumors about the Ban Ve Hydropower Dam collapse on social networks on the afternoon of July 27, the police forces of Tuong Duong, My Ly, and Luong Son communes quickly intervened and quickly stabilized the people's morale. Within a few hours, the individuals involved were summoned to clarify their violations.

Mr. Le Van Luong - Secretary of the Party Committee of Tuong Duong commune said: The initiative and determination of the commune-level police force, which directly controls the area, has quickly verified the identities of violators, promptly handled and reassured the people. Thereby, contributing to maintaining security and order, especially in the context of complicated floods and natural disasters. In addition, the working groups of the commune-level police continue to support people in overcoming the consequences of floods, showing the high efficiency of the 2-level model in both handling information crises and ensuring rescue work.

Serving the people better and better

From July 1, 2025, in parallel with the operation of the two-level local government, the commune-level police will also be consolidated to 130 units, in accordance with the new administrative boundaries.

According to the Provincial Police leaders, in response to the requirements, Nghe An Provincial Police proactively took action to reorganize the Commune Police with a spirit of urgency, determination but caution. Based on the direction of the Ministry of Public Security and the project to reorganize the province's administrative units, Nghe An Police issued many directive documents and organized working groups to directly survey the localities to develop an organizational plan suitable to the characteristics of each locality.

The work of reorganizing the apparatus is carried out scientifically, along with reviewing and arranging cadres with expertise, capacity and strengths suitable for each job position. The commanders, officers and soldiers of the Commune Police are assigned clear tasks, ensuring both maintaining security and order and meeting the requirements of serving the people in the new situation.

At the same time, Nghe An Provincial Police also focused on directing the review of conditions to ensure service for commune-level police activities after the merger, from headquarters to equipment... The conversion and integration of population data between old and new administrative units was also carried out urgently and accurately, ensuring good service for State management of security and order and provision of public administrative services.

The organization of a two-level government apparatus is not only a requirement for administrative reform, but also an opportunity to improve the quality of service to the people. Nghe An Provincial Police clearly identified its core role in maintaining stability at the grassroots level, ensuring security and order and creating the most favorable conditions for people to carry out administrative procedures.

Under the direct guidance of the Provincial Police, the Commune Police units have proactively approached and carefully studied the professional guidance documents, improving their ability to handle situations. The Provincial professional departments have closely coordinated with the grassroots Police force, increased professional support and promptly resolved difficulties in the process of implementing tasks in the locality.

Not only ensuring security and order, the commune-level police force is also the front line in contacting and guiding people to carry out administrative procedures. Many procedures that previously required going to the district level (old) are now carried out right at the commune-level police headquarters, such as vehicle registration, issuance of Certificates of eligibility for security and order, identity verification, etc. At the same time, many procedures have been integrated into the Public Service Portal, allowing people to submit documents and look up results online, saving time and costs.

Along with that, mass mobilization work has been focused on. Local police have proactively grasped public opinion, increased patrols and control of the area, coordinated with relevant forces to promptly resolve arising incidents, and not let hot spots or prolonged conflicts form.

In particular, the heavy rain and flood that occurred on the night of July 22 and early morning of July 23 were considered a practical and important "test" for the entire post-reorganization government system, including the police force. In the face of unexpected and complicated natural disasters, Nghe An Provincial Police not only resolutely directed the communal police units to closely follow the locality, but also urgently mobilized hundreds of officers and soldiers from provincial-level professional departments to directly go to the grassroots to support people in evacuating, rescuing and overcoming the consequences of floods. This timely and decisive intervention contributed to controlling the situation, minimizing damage and continuing to strengthen people's trust in the government and police force in emergency situations.

However, in addition to the achieved results, the process of implementing tasks in the area after the merger also posed many difficulties and challenges. Specifically, the large area, while the number of commune-level police is still small, has caused many obstacles in managing and grasping the situation, especially in remote areas. The work of ensuring security and order, which is already complicated, is now even more difficult due to the large workload, high requirements, and being regulated by many different legal documents. The commune-level police force is therefore under great pressure to complete its tasks.

In addition, the physical conditions are also facing many difficulties. The working headquarters in some localities do not meet the requirements, the limited space forces the dispersal of forces to ensure accommodation and work. These are objective limitations that require time, resources and synchronous attention to overcome.

Based on the initial implementation results, in the coming time, Nghe An Provincial Police will continue to review and supplement forces suitable to the new local situation; at the same time, focus on mobilizing all resources to improve the physical facilities and equipment serving the work. At the same time, it will strengthen training and professional development for officers and soldiers of the Commune Police, improve the capacity to respond and handle situations. The goal is to build a truly strong Commune Police force, capable of well performing the requirements of the tasks in the new period, contributing to the effective operation of the 2-level local government model, increasingly better serving the legitimate needs of the people and businesses.
