Nghe An: Developing social insurance and health insurance participants through service organizations

Of which, 2 service organizations, Nghe An Provincial Post Office and Viettel Nghe An, have arranged a collection point system spread across 21 districts, towns and cities. This result was achieved thanks to Nghe An Social Insurance's drastic implementation of Decision 1155/QD-BHXH dated May 12, 2022 of Vietnam Social Insurance on promulgating the Regulations on the operation of social insurance and health insurance collection service organizations.

The results recorded

In recent times, with the strong direction of Party committees and local authorities, the effective coordination of unions, socio-political organizations and the efforts of social insurance and health insurance collection service organizations, the implementation of social insurance and health insurance policies in the whole province has achieved many important results, contributing to ensuring social security for people and socio-economic development in the area.

Aiming for professionalism in the authorization of social insurance and health insurance collection, improving management work, specifically evaluating the progress of implementing the development targets of social insurance and health insurance participants of service organizations and collection staff,Nghe An Social Insurancehas seriously implemented the Regulations on the operation of social insurance and health insurance collection service organizations issued in Decision 1155/QD-BHXH of Vietnam Social Security.

Accordingly, from July 1, 2022, the Provincial Social Insurance has signed contracts authorizing the collection of social insurance and health insurance with service organizations that fully meet the requirements under Decision 1155/QD-BHXH of the Vietnam Social Insurance. Based on the collection authorization contract, the Provincial Social Insurance has also assigned the target of developing voluntary social insurance and family health insurance participants in the last 6 months of the year to service organizations for implementation in 2022.

With a system of collection points spread across 21 localities in the province, meeting the requirement that each commune, ward and town has at least 01 social insurance and health insurance collection point, it has created favorable conditions for people to access and participate in the policy. Collection service organizations have proactively propagated, closely followed the locality, clearly understood and identified each group of subjects, to organize customer conferences, small group propaganda sessions to each person, mobilizing people to participate in voluntary social insurance and family health insurance; Assigning monthly, quarterly and annual targets for developing voluntary social insurance and family health insurance participants to each collection staff and collection point based on the social insurance targets assigned by the province; Coordinating with social insurance agencies to deploy communication activities, mobilizing people to participate in voluntary social insurance and family health insurance...

As a unit that has cooperated with Nghe An Social Insurance Agency for many years in implementing social insurance and health insurance policies, especially in propaganda and participant development, Nghe An Provincial Post Office has always actively and proactively coordinated with social insurance agencies in social security activities. Currently, the Provincial Post Office has arranged 460 social insurance and health insurance collection points with 1,902 employees across the province. A representative of Nghe An Provincial Post Office said: Right from the beginning of the year, Nghe An Provincial Social Insurance issued Decision No. 210/QD-BHXH on assigning targets for developing voluntary social insurance and family health insurance participants to Nghe An Provincial Post Office in 2022. Despite many efforts, the work of developing voluntary social insurance and family health insurance participants has not yet achieved expectations.

The pressure on the collection and development of social insurance and health insurance participants of Nghe An social insurance sector in 2022 is very large. Despite great efforts to implement solutions, the number of voluntary social insurance participants is still decreasing sharply, the number of people affected by the policy who have not re-joined health insurance is still large, this poses many challenges for the provincial social insurance sector.

Many specific solutions

To strive to complete the targets on developing social insurance and health insurance participants in 2022 and the following period, collection service organizations need to continue to review, improve, and expand collection points to communes, wards, and towns; at the same time, select collection staff who are responsible for their work, understand the legal policies on social insurance and health insurance, and are enthusiastic in promoting and mobilizing people to participate in voluntary social insurance and family health insurance.

For social insurance agencies, it is necessary to strengthen the application of information technology to effectively manage the collection of social insurance and health insurance of service organizations, ensuring that social insurance agencies grasp the exploitation situation and implementation results of each collection service organization; strengthen inspection and supervision of collection points and collection staff in the whole province in complying with regulations on hanging signs, material facilities, implementing collection procedures and operations and issues related to the responsibilities of service organizations, in order to promptly detect violations and make corrections in the process of performing tasks. At the same time, social insurance agencies orient appropriate propaganda content; Proactively coordinate and support service organizations in propaganda activities and develop participants; Implement professional measures to improve and organize connections between collection staff - collection service organizations - social insurance agencies to connect data, contributing to improving quality, efficiency, and saving human resources in participant data management.

Social insurance and health insurance policies are the main pillars in the social security system. We believe that with the determination and active participation of Party committees, local authorities, departments, organizations, and the proactive and flexible service organizations, social insurance and health insurance policies will reach the people, so that more and more people will participate and benefit from the social security policies of the Party and State.
