Nghe An Province disseminates the Decree implementing the Law on Beliefs and Religions.
On the morning of December 18th, the People's Committee of Nghe An province organized a conference to disseminate and explain Government Decree No. 95/2023/ND-CP, which details some provisions and measures for implementing the Law on Beliefs and Religions.
Attending the conference was Ms. Nguyen Thi Dinh, Head of the Legal and Inspection Department of the Government's Religious Affairs Committee.
Representing Nghe An province were Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders from provincial departments, agencies, and units, along with officials and civil servants working on religious affairs, departments, agencies, and districts, cities, and towns.

In his address to the conference, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, clearly stated: The LawBeliefs and religionsGovernment Decree No. 162 dated December 30, 2017, marked an important milestone in ensuring the freedom of belief and religion for organizations and individuals; promoting the role and effectiveness of state management of belief and religion; and creating conditions for religious organizations, individuals, and communities to exercise and ensure their rights, obligations, and responsibilities.

However, after nearly six years of implementation, alongside the achievements, Decree No. 162 has revealed some shortcomings, inadequacies, difficulties, and obstacles in the state management of beliefs and religions, as well as difficulties for religious organizations and individuals in the implementation process. For example, the regulations on the renovation, upgrading, and new construction of religious buildings, auxiliary facilities, and other religious structures are not specific enough and do not facilitate the work of religious organizations.
The regulation regarding "Documents proving legal residence" has different interpretations and applications in each locality, lacking uniformity and sometimes even being incorrect, leading to comparisons between different localities and between different groups of people…

To address existing shortcomings and inadequacies, and building upon the relevant provisions of Decree No. 162, dated December 29, 2023, the Government issued Decree No. 95, effective from March 30, 2024, replacing Decree No. 162. To ensure unified, synchronized, and effective implementation, and to enhance the efficiency and effectiveness of state management of beliefs and religions, the Provincial People's Committee organized a conference to disseminate Decree No. 95 and provide information on notable religious issues, policies, and solutions for the future.

Over the course of one day, delegates were introduced to the basic content of Government Decree No. 95/2023/ND-CP detailing some articles and measures for the implementation of the Law on Beliefs and Religions (replacing Government Decree 162/2017/ND-CP dated December 30, 2017 detailing some articles and measures for the implementation of the Law on Beliefs and Religions).
