Nghe An: Regulations on principles for holding non-specialized positions in blocks and hamlets

According to the conclusion of the Provincial Party Standing Committee, for non-professional staff in blocks, hamlets, villages and communes: In the immediate future, continue to maintain non-professional positions enjoying the regime according to the resolution of the Provincial People's Council as present.
However, do not assign one person to one position, but must carry out concurrent positions in the form of a maximum number of contracts. Encourage the arrangement of Party cell secretaries to also hold the positions of block, hamlet, village and hamlet chiefs in places where conditions permit.
The Standing Committee of the Provincial Party Committee pointed out: depending on the actual conditions of each block, hamlet, region, and area and the capacity of the cadres, the arrangement and assignment of concurrent positions in blocks, hamlets, and villages will be considered and decided by the Party Committee and the commune-level government on the basis of not exceeding the maximum allowed number.
Implementation follows the principle: each non-professional position in the block, hamlet, village, or commune must concurrently hold at least one other position, but no more than two positions.
This is one of the contents on the organization of the commune-level apparatus in Nghe An in Conclusion No. 134 - KL/TU of the Provincial Party Standing Committee dated March 5, 2019 on solutions to arrange the organization, restructure the staff and civil servants of the commune-level political system in Nghe An province to be streamlined, effective and efficient.
According to the research at the provincial scientific project: "Current situation and solutions to reorganize the apparatus, restructure the staff and civil servants of the commune-level political system in Nghe An province to be streamlined, effective and efficient" implemented in 2018, the total number of non-professional workers in the blocks and hamlets in the whole province is 60,344 people (average 10.3 people/hamlet).
Currently, according to Decree 92 and the Provincial People's Council resolution, each position is assigned one person, the total number of people is not more than 5. In addition, some positions are regulated by the Provincial People's Council to support funding such as: Head of the Front Work Committee, Head of the Association of Political and Social Organizations and Head of the Association of the Elderly.
In the near future, the Provincial People's Council will amend Resolution No. 117 and other resolutions related to the arrangement of non-professional staff in other fields to suit the current situation; amend Resolution No. 315/2000/NQ-HDND dated July 10, 2010 to adjust the support level for the following subjects: Standing members of the Vietnam Fatherland Front Committee and Standing members of commune-level mass organizations; at the same time, study and promulgate policies, concurrent positions, and funding mechanisms for cadres and civil servants, in addition to non-professional activities at the commune level and in hamlets, villages, and hamlets in the province.

The Standing Committee of the Provincial Party Committee concluded not to arrange many non-professional positions at the commune level.
