The city report said: Totalbudget revenueThe city's budget in the first quarter is estimated at 704,535 billion VND, reaching 34% of the provincial plan, 21.8% of the city's plan, up 4.1% over the same period. Total budget expenditure is estimated at 406,493 billion VND, reaching 25% of the provincial plan, 16.0% of the city's plan, up 21.7% over the same period.

Do Luong district has recently emerged as a highlight in developing commercial and service infrastructure. The total state budget revenue in Do Luong district increased significantly, estimated at 80.4 billion VND in the first quarter, reaching 31.22% of the ordinance estimate, reaching 22.83% of the estimate assigned by the District People's Council in 2022, reaching 117.41% of the estimate for the first quarter of 2022, equal to 206.71% compared to the same period in 2021.

In Hoang Mai Town, the state budget revenue in the first quarter is estimated at 100 billion VND, equal to 17.48% of the estimate (land use fee alone is estimated at 65 billion VND, equal to 14.44% of the estimate). The town promptly assigned the budget to local units.
In the mountainous district of Que Phong, state budget revenue is estimated at 4.1 billion VND, reaching 20% of the 2022 estimate. Total budget expenditure in the first quarter of 2022 is estimated at 153 billion VND, of which development investment expenditure is estimated at: 26.5 billion VND.
For Tuong Duong district, industrial activities are quite developed with a series of hydropower and coal projects, and trade and services are quite developed. The People's Committees of communes and towns have implemented the task of collecting budgets in the area since the beginning of 2022. The district issued a directive to increase budget collection in the area; thanks to that, the total state budget revenue in the first quarter is estimated at 14 billion 610 million VND, reaching 57% of the provincial estimate, reaching 49% of the Resolution assigned by the District People's Council, up 28% over the same period.
Tan Ky district's estimated revenue in the first quarter reached 37 billion 543 million VND, equal to 30.97% of the estimate, up 172% over the same period. Excluding land use fees, the estimated revenue in the first quarter of 2022 reached 16 billion 543 million VND, equal to 23.2% of the estimate, up 46.6% over the same period.
The report of the Finance sector shows: The state budget revenue of the whole province in the first 3 months of 2022 is estimated at 4,357 billion VND, reaching 29.1% of the estimate assigned by the Provincial People's Council and equal to 94.5% compared to the same period in 2021.
In which: Domestic revenue:VND 3,951 billion, reaching 28.9% of the estimate and equal to 94.6% compared to the same period in 2021. Excluding land use fees and lottery fees, domestic revenue reached VND 2,823 billion, reaching 27.8% of the estimate and equal to 95% of the same period in 2021. Revenue from import-export activities is also estimated at VND 406 billion, reaching 31.2% of the estimate and equal to 93.6% compared to the same period in 2021.
Thus, the state budget revenue in the first quarter of 2022 exceeded the progress of the estimate assigned by the Provincial People's Council but did not reach the target set in the first quarter (VND 4,357 billion/VND 4,600 billion). However, the revenue structure shows that land use fees still account for a fairly high proportion.
Continue to implement the project against revenue loss and electronic invoices
The leader of Nghe An Department of Finance said: To complete the 2022 budget collection plan, the Tax and Customs sector continues to promote tax administrative reform, creating maximum conditions for taxpayers to fulfill their obligations to the state budget; continue to disseminate Decree 15/2022/ND-CP dated January 28, 2022 of the Government on tax exemption and reduction according to Resolution 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program, contributing to creating conditions for taxpayers to feel secure in production and business.
Advise the Provincial People's Committee to issue a decision to establish a Steering Committee for the implementation of electronic invoices in Nghe An province, and at the same time direct all levels and sectors to actively coordinate and support the Tax authorities in implementing the conversion to the use of electronic invoices.
The functional sector proactively and actively improves the quality of analysis and forecasting, regularly monitors the development of the revenue situation, assesses the impact of the epidemic situation, policies... on the production and business activities of enterprises in the area, and firmly grasps the revenue sources and number of taxpayers in the area.
