Nghe An determined to open coastal road in the second quarter of 2021

(Baonghean.vn) - The coastal route through Nghe An is a key project directed by the province to be opened in the second quarter of 2021. However, site clearance for the section through Cua Lo is facing difficulties.

Mr. Van said: From the past until now, the family has always been a pioneer in all local movements. When we were propagandized and determined the significance of the road passing through to help the province and the whole family develop, I discussed with my children and grandchildren to move the land back to build a new house.

"When I built the house, the neighbors followed suit. Except for the area the state took, the family built the remaining area. Now the house has a rough structure," said Mr. Van.

Mr. Tran Van Van's family is one of many families in Cua Lo and Nghi Loc who have successfully implemented the land clearance policy for the coastal road project. From a small road, his family will soon have a new house along a major road, connecting many localities in the country. The pioneering and exemplary role of his family not only creates conditions for his family to soon settle down but also creates conditions for the town to effectively implement compensation and resettlement for people along the road.

The Nghe An coastal road project was approved by the Provincial People's Committee in Decision No. 4429/QD.UBND dated October 29, 2019 with a length of 7.442 km through Nghi Loc district (1.09 km) and Cua Lo town (6.352 km). The starting point intersects with National Highway 46, Khanh Hop commune, Nghi Loc district. The end point Km83+500 intersects with Provincial Road 535 connecting with Cua Hoi bridge to Nghi Xuan, Ha Tinh. The total investment of the project is 521 billion VND.

The section through Cua Lo town is long.6,352km, of which 1,310km through Nghi Hoa and some households in Nghi Hai are still stuck.

According to the report of Cua Lo town: The road section passing through agricultural land is 5.13km long, the compensation and handover of the site has been completed. There is still residential land that has not been cleared yet.

This area has 65 affected households (04 households in Nghi Thu, 9 households in Nghi Huong, 30 households in Nghi Hoa and 22 households in Nghi Hai). Of which, the compensation plan has been approved for 59/65 households, while the first phase has not been approved for 6 households due to problems with land use origin. Currently, the town has completed the documents and is completing the plan to submit for approval according to the 2021 land price.

Regarding assets: Compensation plans for 73/77 files have been approved. Currently, 65/73 households have received property compensation, while 8 households have not received it (Nghi Hoa 3/41 households, Nghi Hai 5/28 households).

Mr. Nguyen Thanh Tung - Director of Land Fund CenterCua Losaid: There are 8 family churches on this route so the plan has not been agreed upon because each family requires a separate resettlement land for the church. In addition, the number of resettled households is large, affecting the progress of site clearance.

"To speed up the site clearance for the coastal road through Cua Lo, we are focusing on speeding up the construction of the resettlement area. We are cleaning the resettlement area, constructing roads and ditches, and completing the departure and destination prices so that people can agree. When people agree, we will let people come out to receive land to build houses," Mr. Tung added.

The town has approved resettlement quotas for households and is developing a plan to submit for approval for resettlement land funds for affected households in Nghi Thu and Nghi Huong wards. In addition, the town is also amending the local planning to arrange resettlement for households with churches and adding drainage ditches to prevent flooding for surrounding households...

For two households that are resettled on-site but the remaining area is a deep pond, the Town People's Committee has requested the Provincial People's Committee for a mechanism to support land leveling and the Provincial People's Committee has agreed to the plan. Currently, the Land Fund Development Center is making a land leveling estimate to submit to the departments for appraisal..

Another issue affecting the progress of land clearance for the coastal road through Cua Lo town is that households with houses too close to the road boundary are requesting compensation for the property outside the boundary so that the houses can be moved back to ensure long-term safety. On this issue, the People's Committee of Cua Lo town is coordinating with the Department of Transport to seek the opinion of the Provincial People's Committee.

Cua Lo Town is making efforts to complete the approval of compensation land prices in 2021 and the approval of resettlement land prices. In addition, the town is also determined to complete the determination of resettlement land funds for households to draw lots for resettlement areas before May 30, 2021.

Construction on the entire route has basically been completed for the land areas that have been handed over. Therefore, the Department of Transport requests that localities take stronger and more drastic action to soon hand over the site for the project.
