Nghe An issues telegram to respond to storm CONSON, ensuring safety of quarantine areas
(Baonghean.vn) - The Steering Committee for Natural Disaster Prevention and Search and Rescue of Nghe An province has just issued Official Dispatch No. 10/CD-BCH PCTT & TKCN directing readiness to respond to storm CONSON and heavy rain.
According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 7, the center of storm Conson was located at about 12.4 degrees North latitude; 123.7 degrees East longitude, in the central Philippines. The strongest wind near the center of the storm is level 8-9 (60-90km/h), gusting to level 11. It is forecasted that in the next 24 to 48 hours, the storm will move northwest, traveling 15-20km per hour, entering the East Sea and is likely to strengthen further. Strictly implement Official Dispatch No. 28/CD-UBND dated September 6, 2021 of the Provincial People's Committee Chairman on readiness to respond to natural disasters; Official Dispatch No. 140/VP-PCTT dated September 7, 2021 of the Standing Office of the Steering Committee for Natural Disaster Prevention and Control on readiness to respond to natural disasters.Storm CONSON and heavy rain, especially plans to ensure safety in case of strong storms, heavy rain, floods, inundation, flash floods, landslides and ensure epidemic prevention and control and natural disaster safety for evacuation sites and quarantine areas.
For sea routes:
- Closely monitor storm bulletins; notify vehicles and ships operating at sea of the storm's developments to proactively prevent, ensure safety and have appropriate production plans; prepare plans to ensure safety for people and vehicles on transport vessels and fishing boats. Dangerous areas in the East Sea in the next 24 hours will be updated and announced on storm forecast bulletins of the National Center for Hydro-Meteorological Forecasting.
- Organize monitoring and counting of vessels operating in the storm-affected area, regularly maintain communication with vessel owners to promptly handle any bad situations that may occur.
For plains and coastal areas:
- Direct the work of ensuring the safety of people and property of people on cages, aquaculture areas at sea, along the coast and inland, and on vulnerable sea dykes or those under construction; absolutely do not let people stay on watchtowers or cages when the storm hits.
- Closely manage the departure of ships; Check and guide the anchoring of ships at the port.
- Proactively drain water to prevent flooding, implement plans to protect agricultural production; be ready to drain water in low-lying areas, urban areas and industrial parks.
- Organize tree pruning, bracing, reinforcing signs, public works, and prepare plans to ensure safety for people in affected areas.
- Implement plans to ensure safety for public works, coastal industrial zones, ports, warehouses, protect production, harvest rice and crops to minimize damage.

For mountainous areas:
- Deploy shock forces to inspect and review unsafe houses, residential areas along rivers, streams, outside river banks, areas at risk of flooding, landslides, flash floods, and mineral exploitation areas; prepare plans to evacuate people in areas at high risk of deep flooding.flash flood, landslideto safety

- The Department of Industry and Trade directs the work of ensuring the safety of hydroelectric dams, especially small hydroelectric plants; inspects the work of ensuring safety for mineral exploration and exploitation activities; ensures safety and directs the timely restoration of the power system when there is an incident.
- The Department of Agriculture and Rural Development directs the work of ensuring dike safety, reviewing the work of ensuring safety of fishing vessels, aquaculture areas at sea, along the coast, irrigation dams, especially key works, under construction and repair, protecting agricultural production and being ready to operate the drainage system.
- The Department of Transport directs the work of ensuring safety for vehicles and people on transport ships and road, rail and air traffic in areas where the storm is expected to make landfall; controls and guides traffic at culverts, spillways and deeply flooded areas; arranges forces, materials and means to promptly handle incidents and ensure smooth traffic on main traffic routes.
- The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police direct forces to review plans and be ready to deploy forces and means to support search and rescue work and overcome the consequences of storms and floods after storms when requested.
In particular, the Department of Health directs the work of ensuring safety in preventing and fighting the Covid-19 epidemic, especially in concentrated evacuation areas and quarantine areas; directs the work of ensuring safety and creating favorable conditions for disaster prevention and control forces to perform their tasks.

To be ready to respond to the developments of storms and heavy rains in the coming days in the context of the complicated developments of the Covid-19 epidemic, the Nghe An Provincial Military Command requires agencies and units to ensure 100% of the military personnel on duty; at the same time, thoroughly grasp and strictly implement the telegrams of the Provincial Party Committee, People's Committee, Military Region 4 Command; the Provincial Military Command and closely monitor the developments of storms and floods in the area; strengthen the inspection of the implementation of response measures to storm CONSON.
