(Baonghean.vn) - The issuance of the province's common criteria set to evaluate and rank administrative reform work of agencies and units is carried out to ensure publicity, objectivity and accuracy based on the results achieved by each agency and unit.

Ranking administrative reform associated with emulation and rewards

The Provincial People's Committee will issue a set of criteria for building and evaluating the administrative reform index (PAR) at the grassroots, district and sector levels. Central agencies organized according to the vertical sector system located in the province shall apply this regulation to evaluate and rank administrative reform annually in cases where ministries and vertical sectors have not issued separate regulations.

The new point of the Regulation on Evaluation and Classification of Administrative Reform Work of Agencies and Units in the Province is to include criteria such as: Direction and regulation of agencies and units for administrative reform work; implementation of tasks assigned by superiors; Agencies and units apologize to people when they are slow to resolve administrative procedures for scoring.

The regulation clearly states the principles of classification and assessment: The ranking of administrative reform of agencies and units is based on the indexes achieved by the units and is ranked from high to low.

The administrative reform ranking of units is linked to the emulation and reward work of the province in the year. The score used as the basis for considering the annual emulation and reward is converted from the unit's achieved score on the 100-point scale in this regulation to the scale in the annual emulation classification regulation of the Provincial People's Committee.

The regulation also clearly states the criteria, assessment scale and scoring method as well as the process of assessing, ranking and publishing the PAR Index.

Accordingly, the scale for evaluating and ranking the administrative reform work of agencies and units is 100 points. Of which: Score for evaluating implementation results: 65/100 points; Score for evaluating through sociological investigation: 35/100 points.

Commenting on the draft content, delegates suggested that the evaluation criteria should determine the weights for the criteria; add scoring criteria to incorporate software into document management; the scoring should focus on the quality of administrative procedure settlement; and prescribe a scoring scale for the criteria to ensure fairness for agencies and units in performing administrative reform tasks.

Public, objective and fair assessment

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized: The ultimate goal of administrative reform is to make the apparatus of administrative agencies operate smoothly and effectively, improving the quality of administrative procedure settlement for people and businesses.

“The amendment and supplement to the promulgation of the Regulation on assessment and classification of administrative reform work of agencies and units is to suit the specific realities of the province. Thereby, the development of a common set of criteria for the province to assess and classify administrative reform work of agencies and units is carried out to ensure honesty, publicity, objectivity, fairness, regularity, timeliness, and accuracy based on the results and scores achieved by each agency and unit, to better implement the administrative reform work of the province” - the Vice Chairman of the Provincial People's Committee affirmed.

Unanimously approving this draft, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested the Department of Home Affairs to absorb the discussion opinions of departments, branches and sectors at the meeting, amend and supplement the draft, seek comments from departments and branches, and complete the content to be submitted to the upcoming regular meeting of the Provincial People's Committee.
