(Baonghean) - After the Ministry of Home Affairs unanimously approved the overall plan to rearrange commune-level administrative units (AUUs) in Nghe An province for the 2019-2021 period, localities and relevant sectors of the province have urgently carried out the steps according to regulations. Up to now, through consultation, voters of the communes subject to the merger basically agree with the approved plan.

HIGH VOTER RATE FOR MERGER

Hung Long and Hung Xa communes (Hung Nguyen district) will merge into a new commune. Recently, these localities organized a voter consultation on the merger plan and the new commune name; the results showed a high consensus rate: Hung Long was 96.86% and Hung Xa was 97.68% of voters participating in the consultation agreed.

Comrade Hoang Nghia Toan - Party Secretary, Chairman of the People's Council of Hung Long commune said: During the merger preparation process, the commune focused on propaganda work to cadres, party members and people to grasp and understand the policy. The advantage is that in the past, there was a time when Hung Long and Hung Xa were one commune named Phu Long, besides, the cultural, historical, customary, and infrastructure serving the people are similar; the agricultural land system is interwoven and synchronous... so it received high consensus among the people.

In the period of 2019 - 2021, Hung Nguyen will merge 10 communes into 5 communes, including: Hung Xa and Hung Long into Long Xa commune, Hung Xuan and Hung Lam into Xuan Lam commune, Hung Phu and Hung Khanh into Hung Thanh commune, Hung Chau and Hung Nhan into Chau Nhan commune, Hung Tien and Hung Thang into Hung Nghia commune.

Identifying this as an important task, Hung Nguyen district has established a Steering Committee headed by the District Party Secretary and 3 working groups to directly guide, urge and direct the merger steps.

Comrade Hoang Van Phi - Secretary of the District Party Committee, Chairman of the People's Council of Hung Nguyen district said: Up to now, the work of collecting voters' opinions has been completed. The People's Councils of communes have also held meetings to approve the merger project. Although the number of merged communes is large, due to the implementation of propaganda and mobilization work, the success rate is high, many communes achieved over 97% of voters' agreement. On the afternoon of August 30, the District People's Council also met and approved the project of merging commune-level administrative units in the district.

Across the province, localities with commune-level administrative units subject to merger have also urgently implemented steps according to plan. On August 26, the People's Council of Thanh Chuong district approved the project to merge the three communes of Thanh Tuong, Thanh Hung and Thanh Van to form Dai Dong commune. On August 27, the People's Council of Nghia Dan district approved the project to merge the three communes of Nghia Thang, Nghia Tan and Nghia Lien into Nghia Thanh commune;...

According to the Department of Home Affairs, through the synthesis of the results of the voter consultation in the 36 commune-level administrative units subject to merger, the vast majority of voters agreed and supported the merger plan with a high consensus rate. By August 30, 9 districts and towns with commune-level administrative units subject to merger had held district-level People's Council meetings to approve the project.

The process of collecting voters' opinions on the merger plan and the name of the new commune-level administrative unit - considered the most difficult step - has been completed and achieved a high consensus rate. This shows that the direction and propaganda work of the province, the Department of Home Affairs and local Party committees and authorities have been carried out promptly and closely, thereby creating a favorable basis for implementing the next steps. In particular, on the basis of the projects of districts and towns approved by the People's Councils at the same level, the Department of Home Affairs is synthesizing to develop a master plan for the whole province, and in September will submit it to the Chairman of the Provincial People's Committee, the Provincial People's Committee, and the Standing Committee of the Provincial Party Committee for listening and commenting, before submitting it to the Provincial People's Council at the extraordinary session scheduled to be held on September 25. The province will then submit the merger plan to the Central Appraisal Council and then submit it to the National Assembly Standing Committee.

THERE WILL BE GUIDELINES FOR ARRANGEMENT AND DEPLOYMENT OF STAFF AND CIVIL SERVANTS

Through research at the grassroots level, the most worrying issue in localities with commune-level administrative units subject to merger is the arrangement of redundant cadres and civil servants. For example, in Nghia Dan, after merging 3 communes into new communes, the total number of redundant cadres and civil servants is 39 people. According to the overall plan to arrange district-level and commune-level administrative units of Nghe An in the period of 2019-2021, in 36 merged commune-level administrative units, there are a total of 734 cadres and civil servants (342 cadres, 392 civil servants). After the arrangement of 20 units, there will be 16 commune-level administrative units, there will be a surplus of 366 cadres and civil servants.

Comrade Nguyen Thang Long - Head of the Department of Government Building and Youth Affairs - Department of Home Affairs, Head of the Working Group to assist in the implementation of the arrangement and merger of commune-level administrative units in Nghe An province, said that in the coming time, the Department of Home Affairs will issue Guidelines for the arrangement, assignment and settlement of policies for cadres, civil servants, public employees, and part-time workers at the commune level after the merger. The general principle is to ensure democracy, objectivity, and transparency in the review, assessment, classification, arrangement, assignment and settlement of policies and regimes for cadres, civil servants, employees and part-time workers at commune-level administrative units subject to arrangement.

In addition, select, arrange, and assign people with sufficient qualities, capacities, standards, and conditions (especially age) to be assigned to the new administrative unit's apparatus and agencies and organizations in the political system at all levels, in conjunction with preparing personnel for the Party Congress for the 2020-2025 term and the election of People's Council delegates at all levels for the 2021-2026 term; pay attention to promptly resolving the regime and policies for redundant cadres, civil servants, public employees, workers, and non-professional workers in communes, wards, and towns after the arrangement.
