Attending the meeting were comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Huu Cau - Member of the Provincial Party Standing Committee, Director of the Provincial Police; Hoang Viet Duong - Vice Chairman of the Provincial People's Council; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; comrades Nguyen Thanh Hien, Tran Van Mao, Deputy Heads of the Provincial National Assembly Delegation; representatives of leaders of provincial departments, branches, districts, cities and towns.

One of the problems pointed out by the members of the monitoring delegation in the implementation of ODA loans in the province is the limited capacity, experience, and direction of implementation of some investors and project management boards.

In particular, in the initial stages of project implementation, site clearance was slow, so progress did not meet commitments to the sponsor.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien assessed: Currently, there are still a number of project management boards with limited capacity. Each project establishes a project management board, leading to waste and overlap. Some project management boards are even incompetent.

Regarding this content, Provincial Party Secretary Nguyen Dac Vinh requested the Provincial People's Committee to review and merge project management boards in districts, cities, towns and departments and branches according to the principle that each unit can have only one project management board at most. In particular, the structure of the apparatus, departments, offices, and the number structure according to the project are regulated.

The merger must be carried out firmly, carefully, step by step, and with a specific roadmap, ensuring stability of the ideology of cadres, civil servants, and workers, and work efficiency.

Receiving the direction of the Provincial Party Secretary, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that he will assign the Department of Home Affairs to advise the Provincial People's Committee to develop a project for implementation.

In the immediate future, we will consolidate and reorganize project management boards; resolutely ensure that each district, city, town, department, and branch establishes only one project management board. These project management boards must meet the capacity requirements to perform assigned tasks.

"In the long term, the Provincial People's Committee will merge project management boards in the province and establish project management boards under the management of the Provincial People's Committee to implement projects in the area," the head of Nghe An provincial government affirmed.
