Nghe An tightens discipline and administrative order right from the beginning of the year

On the morning of February 7, the interdisciplinary inspection team on the observance of discipline and administrative discipline of the province, led by comrade Nguyen Thi Mai Thuong - Deputy Director of the Department of Home Affairs, conducted surprise inspections at a number of agencies, units and localities.

The delegation inspected the Nghe An Provincial Public Administration Service Center. In the first days of the year, the number of people coming to transact was very large. The Center directed civil servants receiving documents from departments, branches, sectors and units to strictly implement the internal rules, regulations and procedures for handling administrative procedures, ensuring that the guidance and reception of documents are carried out in accordance with regulations. In particular, the Center regularly monitors and reminds people about working time and communication behavior.

At the same time, the Center assigns staff to directly guide organizations and individuals in preparing documents to handle administrative procedures such as filling out application forms, photocopying documents and papers as required; publicly posting types of documents, implementation procedures, and developing sample documents to be publicly displayed on screens and electronic boards at the Center to help people and businesses carry out administrative procedures quickly and effectively.

To date, 1,486 administrative procedures under the jurisdiction of provincial departments, agencies and branches have been received at the Center. Of these, 469 are partially online public services; 843 are fully online public services.

Through discussion, comrade Nguyen Dinh My - Deputy Director of the Provincial Public Administration Service Center said: Right on the first working day of the new year, the Center strictly implemented working hours, especially some administrative procedures such as changing driver's licenses, issuing criminal records with a large number of transactions, the Center arranged staff to support promptly.

"After Tet, the Center receives an average of 700 - 800 applications per day. The largest number are still driver's license renewal applications, the reason being that the online renewal system is sometimes interrupted due to updating changes to the Law on Road Traffic Order and Safety, which will take effect from the beginning of 2025.

However, the number of people transacting has decreased compared to previous years because the rate of people performing administrative procedures online has increased. To increase the rate of online records and payments, in the coming time, the Center will increase human resources to ensure facilities, and promote people to perform administrative procedures and make payments online" - Deputy Director of the Public Administration Service Center - Nguyen Dinh My added.

Next, the delegation made a surprise inspection at the Reception and Result Delivery Department of Vinh City People's Committee and the One-Stop Department of Le Loi Ward People's Committee. According to the delegation's records, right after Tet, Vinh City arranged officials and civil servants to handle administrative procedures for people in accordance with regulations.

Comrade Tran Quang Lam - Vice Chairman of Vinh City People's Committee said: On the first working day of the new year, the city directed and requested local agencies and units to strictly implement administrative discipline. In the past few days, the city has inspected the implementation of administrative discipline at 12 units; of which, a record was made of 1 unit for not arranging officials and civil servants to be on duty at the one-stop department in the afternoon. The city strictly prohibits going to temples and pagodas during working hours and personal matters that affect professional duties.

"Regarding transaction activities at the Reception and Result Delivery Department of Vinh City People's Committee, in the past 2 months, there has been a sudden increase in the number of records. For example, on peak days, the Reception and Result Delivery Department of the city received records from over 800 citizens coming to transact. The reason is that the number of customers doing administrative procedures related to land has increased sharply, leading to overload.

The city directed the Department of Natural Resources and Environment and the Branch of the Office of Land Use Rights Registration to assign officers and civil servants to work overtime and on holidays to handle administrative procedures, ensuring the rights of the people. However, it is inevitable that there will be shortcomings due to the pressure of too many documents on officers and civil servants. When receiving people's opinions, the city leaders have accepted and will promptly rectify and overcome them to better serve the people," said the Vice Chairman of Vinh City People's Committee.

Through the inspection, the delegation reminded the Vinh City People's Committee to overcome the shortcomings and limitations: it is necessary to direct the One-Stop Department to facilitate people's access and parking. In particular, the officials and civil servants on duty at the One-Stop Department of the City People's Committee need to pay attention to resolving administrative procedures on time to limit people having to go back and forth many times; pay attention to prioritizing the resolution of administrative procedures for the elderly, the disabled, and policy beneficiaries of war invalids, sick people, and soldiers when they come to do administrative procedures.

For Le Loi ward, it is necessary to pay attention to ensuring facilities and equipment at the One-Stop Department, and at the same time change the table recording the time of receiving and handling administrative procedures; update regulations on administrative procedures to be posted at the One-Stop Department.

Continue to tighten discipline and administrative order

According to comrade Nguyen Thi Mai Thuong - Deputy Director of the Department of Home Affairs: Administrative reform in general and strengthening discipline, administrative discipline to improve public ethics have always been focused on and directed by the Provincial Party Committee and the Provincial People's Committee. In 2025, the Provincial People's Committee established 2 inspection teams for administrative discipline and order led by the Director of the Department of Home Affairs. In order to not let the prolonged Spring Festival and Tet holiday affect work, right after the Tet holiday, the provincial inspection team for administrative discipline and order increased inspections at a number of localities, agencies and units. The two teams conducted surprise inspections.

The inspection teams noted that officials and civil servants of agencies and units strictly followed working hours. At the one-stop-shop departments of the Provincial Public Administration Service Center and district-level units, communes and wards basically followed the rules and regulations.

In particular, for units that receive many administrative procedures such as the Public Administration Service Center, the One-Stop Department of Vinh City People's Committee, the number of citizens coming to transact is very large, but they must ensure facilities, arrange staff and civil servants to receive and handle administrative procedures for people according to regulations and ensure implementation time.

"After the inspection, the delegation will send a notice to the agencies and units; at the same time, propose solutions so that in the coming time, agencies, units and localities in the province continue to tighten discipline, administrative discipline, improve the attitude, style and service spirit of the team of cadres, civil servants and public employees" - Comrade Nguyen Thi Mai Thuong added.
