Nghe An strengthens direction and inspection of compliance with discipline and administrative order
To ensure that the implementation of the policy of not organizing at the district level and continuing to merge commune-level administrative units goes smoothly, without affecting the progress and efficiency of daily work, all levels and sectors in Nghe An have deployed many solutions to tighten discipline, stabilize the ideology of the team in the process of reorganizing the organization, ensuring smooth Party and government activities.
Proactive from the grassroots
Merged from two communes, Xuan Lam and Hong Long, the new commune of Xuan Hong (Nam Dan) has focused on stabilizing its organizational structure and resolutely implementing socio-economic development tasks. Currently, the commune's "One-stop" Transaction Center has about 100 people coming to transact every day. The commune has assigned staff to guide and support people in carrying out administrative procedures at the commune level.
"I came to complete the procedure to supplement my household registration information and was given specific instructions by the commune's officials and civil servants to carry out administrative procedures through public services, not on paper anymore. I found it very convenient," said Ms. Nguyen Thi Phuong, a resident of Xuan Hong commune.
To strengthen discipline and administrative discipline, along with the directive of the Chairman of the Provincial People's Committee, the Chairman of the Nam Dan District People's Committee has proactively issued a plan to inspect the implementation of discipline and administrative discipline; assigned responsibilities to agencies and units to proactively review, synthesize and edit documents and files for handover before the district-level unit ceases operations.
Head of the Department of Internal Affairs of Nam Dan District, Hoang Nghia Hung, said: During this time, officials have certain concerns. The district has done a good job of propagating and orienting ideology so that officials, civil servants and people can grasp the major policies of the Party and State on the arrangement of administrative units to streamline the apparatus.
At the same time, the district issued a directive document, coordinated the inspection of public services, checked discipline, administrative discipline, and procedures related to people and businesses to focus on handling without delay. Any unit that is late will be reminded in writing immediately.
In Nghi Loc district, in recent times, district leaders have directed departments, branches and units to strictly implement discipline and administrative order. In particular, in the context of administrative unit arrangement, some cadres and civil servants have shown laxity in performing their professional duties.
To rectify the above situation, the Standing Committee of Nghi Loc District Party Committee has focused on directing drastically and synchronously, raising the awareness, attitude and spirit of serving the people and businesses of cadres, party members, civil servants and public employees in the area.
At the same time, resolutely discipline officials who lack responsibility in managing work in order to strictly implement discipline and administrative rules, proactively handle work with the highest sense of responsibility; consider this as a criterion for evaluating, classifying, arranging, assigning and screening officials, civil servants and public employees in the coming time.
In particular, the Chairman of Nghi Loc District People's Committee has decided to temporarily suspend Mr. Vo Trong Tinh - Deputy Secretary of the Party Committee, Chairman of Nghi Trung Commune People's Committee due to lack of responsibility in directing, managing and operating work. The temporary suspension period for Mr. Tinh is from April 3, 2025 to April 8, 2025.
Comrade Nguyen Thanh Tung - Chairman of Nghi Loc District People's Committee said: The district has built a synchronous administrative reform plan, towards simplification, reducing time and implementation costs, especially administrative procedures related to people and businesses. At the same time, improve the quality of online public services to meet the requirements and create a habit of handling administrative procedures in the electronic environment for people and businesses towards building a digital government and digital society. At the same time, direct the implementation of the project to streamline the apparatus according to the roadmap of the Central and the province.
Timely correction
According to the proposal of the Ministry of Home Affairs, the district-level government will cease to perform its duties, powers and cease operations from July 1, 2025; this is also the time when localities focus on implementing socio-economic development tasks to contribute to the province's goal of achieving double-digit growth in 2025, while accelerating the progress of eliminating temporary and dilapidated houses and performing tasks to prepare for the merger of commune-level administrative units. Along with that, the number of people coming to handle administrative procedures at the transaction center has also increased.
However, in the process of implementing the policy of reorganizing administrative units at all levels and building a 2-level local government organization model (no district level organization, continuing to merge commune-level administrative units), there are still some cadres, civil servants and public employees at the grassroots level who have thoughts and moods of anxiety, worry, work half-heartedly, and show signs of giving up; some Party committees and organizations have not promptly corrected and done a good job of propaganda and orientation.
To promptly rectify and overcome the above situation, on behalf of the Provincial Party Committee Standing Committee, Nghe An Provincial Party Secretary Nguyen Duc Trung signed and issued Official Dispatch No. 3529-CV/TU dated April 9, 2025, requesting district, city, town Party Committees, Party Committees of provincial Party agencies, Party Committees of the Provincial People's Committee and specialized agencies to advise and assist the Provincial Party Committee in strengthening the direction of discipline and administrative discipline.
Chairman of Nghe An Provincial People's Committee Le Hong Vinh also signed and issued documents urging the rectification of discipline and administrative discipline at agencies and units in the province; strictly implementing public ethics and office culture regulations; and complying with regulations on effective use of working time.
The Chairman of the Provincial People's Committee requested leaders of provincial departments, branches and units to promptly handle work according to their functions, tasks, progress and prescribed deadlines, especially procedures directly related to people, organizations, individuals and businesses; avoid shirking responsibility, causing delays and congestion; consider this as a criterion for evaluating, classifying, arranging, assigning and screening cadres, civil servants and public employees in the coming time.
At the same time, the Chairman of the Provincial People's Committee requested competent authorities to reduce and simplify regulations and administrative procedures under their management authority, ensuring a reduction of at least 40% of the time to handle administrative procedures compared to current regulations.
The official dispatches to rectify discipline of the Provincial Party Committee and Provincial People's Committee as well as the solutions of agencies, units and localities have spread the sense of responsibility and determination to each level and each sector, especially in the context of rearranging and converting the local government model into 2 levels.
