Nghe An: Strengthening disaster prevention, control and search and rescue work

Implementing Directive No. 09/CT-TTg dated June 1, 2022 of the Prime Minister on strengthening disaster prevention, control and search and rescue, on September 22, 2022, the People's Committee of Nghe An province issued Document No. 7541/UBND-NN on "Strengthening disaster prevention, control and search and rescue".

Accordingly, the Provincial People's Committee requested the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, provincial departments, branches, sectors, mass organizations and People's Committees of districts, cities and towns to focus on implementing a number of key tasks:

Review to improve and assign tasks to members of the Steering Committee for Disaster Prevention, Control and Search and Rescue at all levels and sectors in accordance with regulations.

Organize review, update, and develop plans for natural disaster prevention and control at all levels in accordance with regulations. Check and review disaster response plans in the area according to the motto“4 on the spot”appropriate to the specific situation and conditions in the locality, especially the plan to ensure prevention and control of natural disasters and epidemics; organize drills according to approved plans and scenarios.

Prioritize local budget allocation and mobilize other legal resources to serve the work of preventing, combating and overcoming the consequences of natural disasters, focusing on investment in disaster risk prevention. Implement the Project "Raising community awareness and community-based disaster risk management".

Strengthen and upgrade dykes, lakes and dams; supplement equipment and support tools, organize training courses to improve capacity for local disaster prevention and control forces, especially agencies directly advising and assisting the Command Committee for Disaster Prevention and Control and Search and Rescue and the grassroots disaster prevention and control shock force.

Strictly manage and strictly handle illegal sand and gravel mining and gathering, encroachment and illegal use of land along rivers and seas, causing flood drainage obstruction and affecting dike safety. Organize collection, management and effective use of the Natural Disaster Prevention and Control Fund according to the provisions of law.

Continue to deploy the set of indicators to assess disaster prevention and control at the provincial level, the emulation movement "Proactively preventing and controlling natural disasters, building safe communities" linking building safe communities with building new rural areas.
