(Baonghean.vn)- The Covid-19 epidemic has significantly affected the state budget collection in Nghe An province. In the last months of the year, the tax sector is making efforts to come up with solutions to complete the budget collection plan.

The Department of Finance report said:State budget revenueIn August, the province estimated to have implemented 879 billion VND, accumulated in the first 8 months of 2021 reached 12,296.2 billion VND, reaching 87.6% of the estimate assigned by the Provincial People's Council and increasing by 23.2% over the same period in 2020.

Of which: Domestic revenue in the first 8 months of the year reached VND 7,518.1 billion, reaching 77.0% of the estimate and increasing by 17.9% over the same period in 2020. Land use fee revenue was VND 3,568 billion, reaching 118.9% of the estimate, increasing by 23.9% over the same period. Revenue from cumulative import-export activities in the first 8 months reached VND 1,191 billion, reaching 95.3% of the estimate and increasing by 68.3% over the same period in 2020.

Thus, the estimated budget collection for the first 8 months of 2021 exceeded the progress of the estimate assigned by the Provincial People's Council. However, to firmly complete the budget collection plan, there are still many heavy tasks.

State budget collection depends largely on the production and business activities of enterprises, organizations, business individuals and the lives of local people.

The epidemic situation is still complicated with many potential risks. In the coming time, if localities in the province continue to apply epidemic control measures such as Directives 15, 16..., it is expected that state budget revenue will continue to decrease sharply.

"The Tax and Customs sector needs to focus on removing and resolving difficulties and obstacles for businesses, improving the business environment, creating favorable conditions for businesses to develop stably and firmly, attracting investment, supporting businesses to innovate and restore production and business activities, promoting economic growth, creating a basis for increasing revenue for the State budget. Implement Decree No. 52/2021/ND-CP dated April 19, 2021 of the Government extending the deadline for payment of value added tax, corporate income tax, personal income tax and land rent in 2021" - Mr. Nguyen Xuan Hai - Director of Nghe An Department of Finance said.

Regarding the budget collection tasks in the last months of the year, Ms. Nguyen Thi Trang - Head of the General Budget Department of Nghe An Tax Department said: In the remaining 3 months of 2021, the Tax Department has proposed the following key tasks and solutions: Closely monitor the development of the production and business situation of taxpayers affected by the epidemic, organize assessments, specifically determine the level of impact of the Covid-19 epidemic on each industry, field, each taxpayer, synthesize the level of impact on budget collection and the ability to complete the budget collection estimate in the area. Timely implement policy documents of Nghe An Provincial People's Committee and the General Department of Taxation, Ministry of Finance... on removing difficulties for taxpayers to contribute to stabilizing production and business activities in the area.

Continue to effectively implement reforms and simplify administrative procedures; Improve the quality of the information technology system to support taxpayers in fulfilling their obligations from registration, declaration, tax payment, and electronic tax refund without having to go directly to the tax authority.
During the time the epidemic is not yet under control, focus on analyzing records at the tax authority to promptly and accurately identify enterprises with high tax risks, enterprises with signs of violating the law, fraud, and tax evasion, and at the same time promote the exchange of information with enterprises by electronic means and documents. After the epidemic is under control, seriously and promptly implement the progress of the inspection and examination plan at enterprises; Urge the recovery of the amount of money discovered through inspection and examination into the budget according to the conclusion of the tax authority, ensuring the payment to the State budget of at least 80% of the conclusions on collection and fines through inspection and examination.

The Tax sector will coordinate with departments, branches and sectors to focus on removing and resolving difficulties and obstacles for businesses, improving the business environment, creating favorable conditions for businesses to develop stably and firmly, attracting investment, supporting businesses to innovate and restore production and business activities, promoting economic growth, creating a basis for increasing revenue for the State budget.

In addition, focus on timely and effective implementation of groups of solutions for revenue management, anti-revenue loss, transfer pricing, tax evasion, handling tax debt recovery; strictly control value-added tax refunds; exploit additional revenue sources through expanding the tax base, reviewing projects that have expired tax incentives, newly arising projects, and additional collections as recommended by the Audit and Inspection agencies;... to collect correctly, fully, and promptly taxes, fees, charges, and other revenues to the State budget.
Along with that, the Tax sector continues to coordinate with the People's Committees of districts, cities and towns to direct competent agencies to review and compile detailed statistics on the use of residential land, land belonging to projects, land used as production and business premises but land use fees have not been paid; Propose competent agencies to strictly handle violations and promptly carry out land allocation procedures according to the provisions of law, to have a basis for managing tax collection and land-related revenues. Coordinate with the Treasury, Customs, Finance and Banking sectors to exchange management information and collect taxes through banks... in order to collect the correct and sufficient amount of State budget revenue.
