The representative of the interdisciplinary inspection team added: In the past 2 years, although the provincial authorities have continuously inspected, reminded and even imposed heavy fines, people's compliance has not changed, and illegal fishing still occurs. Currently, Decree No. 42/2019/ND-CP of the Government on administrative penalties in the field of fisheries is quite severe, making it difficult for both fishermen and authorities to handle in the field.

According to observations by reporters accompanying the delegation, almost all fishing vessels violated the law. Many times, when they saw the fisheries inspection ship approaching, the trawlers started their engines and were ready to throw away their fishing gear to stay away. Therefore, in addition to checking, arresting and imposing fines, the delegation handled 4 sets of fishing gear that were cut and thrown away by fishermen's fishing boats to prevent accidents at sea due to broken propellers due to floating trawl nets tangling with fishing boats.
Clause 1, Point b, Article 25, Decree No. 42/ND-CP of 2019 of the Government stipulates a fine of from VND 5 million to VND 10 million for the act of incompletely recording a Fishing Logbook, incompletely recording the number ofcrewfishing on board or not participating in insurance for crew members; similarly, Clause 1, Article 27, Decree 42 also stipulates that the act of discarding fishing gear into natural waters will also be fined at least 2.5 to 3 million VND/act.
