Nghe An revokes 96 slow-progressing projects

Low rate of new construction
With 1 city, 3 towns and 17 townships, the whole province currently has 126 urban areas (Vinh City alone has 103 projects) with approved detailed construction planning at a scale of 1/500 with a total area of 1,987 hectares.
Up to now, 92 projects (accounting for 73.02%) have completed compensation and site clearance for infrastructure investment and construction; 34 projects (accounting for 26.98%) are completing compensation and site clearance procedures.
The initial projects have created a new look for urban architectural space in a synchronous and modern direction. Urban development has been effective, creating more resources for socio-economic development of the province.

In addition to the achieved results, according to the Department of Natural Resources and Environment, the project implementation capacity of some investors is still limited, so some urban area projects after the planning approval are slow to organize the next steps to implement construction (the investment rate for new construction works is about 30-50%). Some urban areas have land plots that have not been built according to the approved planning.
Regarding the handling of delayed projects, from 2014 to 2018, the Provincial People's Committee established 5 interdisciplinary inspection teams to conduct inspections. As a result, the Provincial People's Committee decided to revoke 96 projects.
The Department of Natural Resources and Environment recommends that the Provincial People's Committee strictly handle investors who are slow in implementing projects, affecting the province's investment environment.

The Department of Natural Resources and Environment said that in 2018, the Department's inspectors conducted 30 inspections, examining a total of 42 projects; fined 25 organizations with a total amount of nearly 820 million VND; recovered money from Hung Dong commune (Vinh city) for leasing land to organizations without authority with an amount of nearly 84 million VND.
Overlapping planning
Assessing the management of urban land use, the Department of Natural Resources and Environment assessed that the organization of land use planning, appraisal, approval, and adjustment, and urban land use plans are generally slow, not meeting the set plan and regulations of the 2013 Land Law.
Reflecting on the shortcomings in the management and use of urban land, Deputy Head of the Provincial Delegation of National Assembly Deputies Tran Van Mao said that there are many shortcomings in the management and use of urban land that need to be considered. Specifically, many projects violate urban land use planning, overlap in planning of some investment projects using land for purposes other than the original registration, adjusting planning, rationalizing for subdivision and sale of land.

The issues that the delegates were concerned about and clarified by the Department of Natural Resources and Environment were that many apartment and townhouse projects in urban areas had low rates of granting certificates of land use rights, many investors were slow to fulfill their financial obligations, affecting the rights of the people; handling violations related to land, land auction procedures, etc.

The Deputy Head of the Provincial Delegation of National Assembly Deputies suggested that the Department should better fulfill its responsibility of state management of land; strengthen training for cadres and civil servants; continue to do a good job of propagating policies and disseminating land laws so that cadres and people can effectively implement land policies and laws; pay attention to resolving complaints and denunciations about land, etc.
