(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Conclusion No. 173-KL/TU, on continuing to promote the implementation of Regulation No. 205-QD/TW, dated September 23, 2019 of the Politburo on controlling power in personnel work and combating the abuse of power and positions.

After reviewing the preliminary assessment report of 3 years of implementing Regulation No. 205-QD/TW, dated September 23, 2019 of the Politburo on controlling power in personnel work and combating the abuse of power and positions (abbreviated as Regulation No. 205-QD/TW) of agencies, units and localities, the Standing Committee of the Provincial Party Committee concluded:
Over the past three years, Party committees, Party organizations, and authorities have led and directed the implementation of Regulation No. 205-QD/TW, achieving important results, such as: Disseminating Regulation No. 205-QD/TW to leaders of Party committees, authorities at all levels, cadres, and Party members; promptly supplementing, amending, and promulgating a fairly synchronous system of documents on personnel work, creating an important legal corridor for personnel work to be carried out democratically, openly, and transparently. Many contents of Regulation No. 205-QD/TW have been incorporated into many documents for regular and serious implementation; Proactively select the content and methods of implementing Regulation No. 205-QD/TW in accordance with the characteristics and specific situations of localities and units, especially focusing on handling existing and outstanding issues pointed out after the review according to Resolution 4 of the Central Committee (term XII) and at the annual review of collectives and individuals of leaders and managers. Cases of cadres being recruited, received, planned, trained, transferred, promoted, appointed, introduced for candidacy, ranked in competition, rewarded, promoted, etc. are all carried out in accordance with the correct procedures, democratically, publicly, transparently, ensuring the prescribed conditions and standards; the number of petitions, letters of reflection, complaints and denunciations tends to decrease, etc.
However, in addition to the achieved results, the implementation of Regulation No. 205-QD/TW still has some basic shortcomings and limitations such as: The leadership and direction of the implementation of Regulation No. 205-QD/TW by a number of agencies, units, and localities, especially the departments, branches, and sectors, is still slow, the implementation is not resolute and unclear; there are still situations where sometimes, there are still troubles for officials, especially regarding administrative procedures; approaching and taking advantage of people with positions, powers, and related people with the aim of obtaining positions, titles, and benefits; taking advantage of familiar relationships, work positions, and prestige of others to influence and take advantage of competent people in introducing and appointing themselves or others; Some district-level Party committees have not yet organized specialized supervision on the implementation of Regulation No. 205-QD/TW, but mainly integrated this content into inspections and supervisions of personnel work,...

To continue to promote the strict implementation of Regulation No. 205-QD/TW in the coming time, the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to focus on implementing the following contents:
1. Continue to lead, direct the dissemination, popularization and implementation of Regulation No. 205-QD/TW and other regulations of the Central Committee on controlling power in personnel work, on fighting for positions and power to raise awareness among cadres and party members, especially leaders and heads at all levels.
2. Closely follow the direction of the Central and the province, promptly adjust, supplement, and synchronously develop a system of documents on personnel work, on inspection and supervision of cadres, party members and related contents to create a legal corridor for personnel work, control of power in personnel work to be carried out publicly, transparently, systematically and interconnectedly. Focus on implementing well Regulation No. 58-QD/TW, dated February 8, 2022 of the Politburo stipulating a number of issues on protecting internal Party politics; Regulation No. 65-QD/TW, dated April 28, 2022 of the Politburo on rotation of cadres; Circular No. 3/2022/TT-BNV, dated March 12, 2022 of the Ministry of Home Affairs, stipulates the list and period of periodic job transfer for civil servants and public employees who directly contact and handle work in the field of local personnel organization. Publicize and make transparent the conditions, standards of job titles, job positions, processes, and administrative procedures at all stages of personnel work.
3. Promote the role, responsibility, setting an example, and political determination of the leadership, especially the leaders, in implementing Regulation No. 205-QD/TW and in the work of organizing cadres. Promote the supervisory role of cadres, party members, the Fatherland Front, socio-political organizations and the people in the work of cadres, and fight against the abuse of positions and power.
4. Strengthen self-inspection, supervision and inspection, supervision of the implementation of Party committees and lower-level leadership collectives. Timely commend and reward collectives and individuals who strictly and exemplaryly implement; at the same time, strictly handle collectives and individuals who violate Regulation No. 205-QD/TW.
Strictly implement the reporting regime to evaluate the implementation of Regulation No. 205-QD/TW every 6 months and annually.
