(Baonghean.vn) - 569 cases were identified as involving false declarations, forged documents, or the absence of names from the original list of injured soldiers kept at the unit.

This is one of the contents of Plan 507/KH-UBND issued by the People's Committee of Nghe An province on July 27, 2018, regarding the implementation of the conclusions of the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs on the establishment of war invalid dossiers according to Joint Circular No. 16/1998 in Nghe An.

Accordingly, in order to promptly and seriously implement the conclusions of the inspection by the Ministry of Labor, War Invalids and Social Affairs, the People's Committee of Nghe An province has issued a plan requiring: Seriously and effectively implementing the conclusions and recommendations of the Minister of Labor, War Invalids and Social Affairs regarding the establishment of dossiers and the implementation of preferential treatment for people with meritorious services to the revolution, in order to ensure social justice and strengthen public trust;

The suspension of war invalid benefits and the recovery of wrongfully received funds from eligible individuals should be implemented with the coordinated and decisive involvement of Party committees, government agencies, and socio-political organizations at all levels; effective propaganda work should be carried out, and proactive measures should be taken to prevent malicious individuals from exploiting the system to negatively impact beneficiaries and their families, thereby affecting local security and order...

It is recommended that effective communication and persuasion efforts be carried out to raise awareness among the beneficiaries and their families about the irregularities in the records handled by the inspection team, and to stop the subsidies and fully recover the amount of preferential benefits received illegally into the state budget.

The Department of Labor, War Invalids and Social Affairs announces the temporary suspension of benefits for 569 cases as recommended by the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs in Official Letter No. 2259/TTr-NCC, effective from August 1, 2018. After 60 working days from the date the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs issued Official Letter 2259, or the military agency has revoked the injury certificate, the decision to grant the injury certificate and disability allowance, the Department of Labor, War Invalids and Social Affairs will issue a decision to suspend the preferential war invalid allowance for the 569 cases mentioned above.

The Provincial Military Command will notify each individual of the document irregularities in writing, and if necessary, will organize a direct dialogue with the individual to clearly explain the irregularities in the document.

Procedures were carried out to revoke injury certificates for 569 cases identified as having falsely declared injuries, forged documents, or whose names were not included in the original list of injured soldiers kept at the unit, in accordance with Conclusion No. 2877/KL-TTr dated August 3, 2016, and Official Letter No. 2259/TTr-NCC dated June 8, 2018, of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs.

Conduct a review and classification of beneficiaries who received preferential war veteran allowances incorrectly, based on the conclusions of the inspection team, including: those who currently have the means and ability to recover the wrongly received funds; those who have passed away; those suffering from serious illnesses; and those belonging to impoverished households facing difficulties in life.

Based on the classification, direct relevant agencies to recover the wrongfully received funds as requested by the Ministry of Labor, War Invalids and Social Affairs; and promptly handle any complaints from the beneficiaries (if any).

The plan also proposes continued implementation and proactive, coordinated solutions to recover the wrongly received preferential benefits for war invalids from 834 individuals, as concluded by the Inspectorate of the Ministry of Labor, Invalids and Social Affairs (Conclusion No. 178/KL-TTr: 196 individuals; Conclusion No. 2877/KL-TTr: 634 individuals; Official Letter 909: 4 individuals), and to deposit the recovered funds into the state budget in accordance with the law. Measures and forms of punishment should be applied to individuals who fail to return the wrongly received funds to the state budget in accordance with the law. According to the summary data issued with Plan 507/KH-UBND dated July 27, 2018, the amount recovered from these individuals to date is over 1.3 billion VND, and the amount still to be recovered is over 118 billion VND.

The Department of Labor, War Invalids and Social Affairs, the Provincial Military Command, the Provincial Police, the People's Committees of districts, cities, and towns, political and social organizations, and relevant units are requested to coordinate effectively in implementing the contents of the plan as outlined, and report the results to the Provincial People's Committee (through the Department of Labor, War Invalids and Social Affairs) before August 25, 2018, for compilation and reporting to the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs.
