Nghe An deploys provincial defense area drills in 2021

On the afternoon of January 22, the Steering Committee for the Defense Zone Exercise of Nghe An province held a conference to deploy the tasks of the defense zone exercise of the province in 2021. Comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the conference.

Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Committee and comrades Deputy Heads of the Committee, members of the Steering Committee, heads of provincial departments, branches and sectors and leaders of districts participating in the 2021 drill.

The conference listened to the Directive of the Provincial Party Standing Committee on leadership and direction of organizing the provincial and district defense zone drills in 2021. The report summarized the content of the provincial defense zone drills in 2021. Accordingly, the drills were carried out at 2 levels: provincial level and 5 districts, with the same district-level unit practicing according to Decrees 30 and 130 of the Government.

At the Conference, members of the Steering Committee discussed the contents related to the preparation for the exercise. Major General Vo Trong Hai - Director of the Provincial Police Department requested that the preparation work must be carried out immediately and the role assignment must be systematic to ensure the success of the exercise.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong suggested that attention should be paid to building good drill scenarios; at the same time, predicting and simulating situations close to modern warfare, solving complex national security issues at present.

Colonel Nguyen Ngoc Ha - Commander of the Provincial Military Command also discussed new contents in the 2021 provincial defense area exercise, and at the same time suggested that this year's exercise should overcome some limitations pointed out in the 2017 provincial defense area exercise.

Concluding the Conference, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Defense Zone Exercise Steering Committee reviewed the contents of the defense zone exercise at the provincial and district levels and said that the evaluation results of this year's exercise were general.

Therefore, the head of the Provincial Party Committee thoroughly grasped the viewpoint: Whether at the provincial or district level, the tasks and requirements are the same, so the spirit is to be extremely proactive, stick to the drill content to carry out; grasp the situations firmly to handle them.

The Head of the Provincial Defense Area Exercise Steering Committee also requested that, based on the practical situation in Nghe An, the provincial Military, Police, and Border Guard forces should study and consider what additional exercise content (if any) is needed to be closer to reality, to serve immediately when a hypothetical situation occurs.

On that basis, report to the Provincial Military Command (standing agency) to complete all documents related to the exercise and promptly report to Military Region 4 for approval, so that the province can deploy synchronously and uniformly.

The Provincial Party Secretary also noted that the sectors, agencies and units should base on the assignment of tasks approved by the Steering Committee members to well perform the assigned tasks and work.

The head of the provincial defense area exercise steering committee also noted that to organize a good exercise, it is necessary to develop a detailed scenario, along with preparing a complete set of documents related to the exercise situation and conditions.

Based on that, members, based on assigned tasks, need to master documents, regulations, texts, and rehearsal scripts to perform well; the spirit is to try to escape from the text when rehearsing.

Along with that, the members of the Steering Committee, based on the assigned tasks, must develop plans for their sectors, agencies, and units to handle the exercise situations well. On the other hand, the command and coordination between levels, sectors, and units must be close, especially between sectors: Police, Military, and Border Guard.

To achieve high results in the 2021 provincial defense area exercise, Provincial Party Secretary Thai Thanh Quy emphasized: It is necessary to unify actions, thoroughly grasp with the highest spirit; conduct exercises according to the plan and content approved by Military Region 4, ensuring absolute safety in all aspects.
